For every child, a digital future

How can you make a difference?

For UNICEF, digital transformation isn’t just about what we do. It’s also about how we do it. From how we run our organization to how we support our teams and how we work with the wider UN family and other partners. Because our approach to digital transformation also must be driven by meeting the needs of rights holders, it covers everything from education to health and child protection to communications.

In recognition of the digital era UNICEF operates in, the 2022-2025 planning cycle included digital transformation (DX) as a change strategy. Digital transformation was acknowledged as a necessary component in delivering on UNICEF’s dual mandate – development and humanitarian.

UNICEF’s new Strategic Plan for 2026-2029 lays the groundwork for UNICEF’s work and mandate beyond 2030. The renewed digital transformation framework and commitment for Strategic Plan 2026-2029 builds on the success of Strategic Plan 2022-2025 and fully accommodates UNICEF's broad mandate. For the Strategic Plan to be delivered successfully, digital is a key component.

In essence, UNICEF's digital transformation is a holistic endeavour that permeates every aspect of our work, ensuring we are more efficient, effective, and responsive to the needs of children and their communities. By embracing this change, we are better equipped to fulfill our mission and drive impactful, sustainable development worldwide for every child. To do this we seek to position ourselves as a thought leader on digital transformation and child rights, and foster partnerships which help us advance this goal.

As UNICEF programmes increasingly become digital across the globe, and governments increasingly expect UNICEF and other UN actors to act as one, UNICEF ICTD is seeking the services of a Digital Transformation for Impact Consultant to design and implement a comprehensive management excellence and leadership development program for senior leaders in the UN system. The programme will have a child rights and digital transformation focus, support on the integration of digital transformation in Country Office planning and increase the visibility of the impact of digital transformation for child rights.

Scope of Work:
The Consultant – Digital Impact will work alongside the ICTD Senior Advisor and other members of the ICTD team as needed, to develop three products:

1. “Executive Digital Transformation and Child Rights for Senior Leaders” training will strengthen the ability of senior leaders, including in UN Country Teams to integrate child rights into UNICEF and UN supported digital policies and programs, improve coordination on digital initiatives impacting children, and advocate for safe, equitable digital ecosystems in the countries we operate in. This supports the vision of UNICEF’s SP2026-2029 and UN80 by advancing a forward-looking, inclusive, and rights-based approach to ensure a common understanding of digital transformation in country teams. Key tasks include developing a strategic framework, creating training and knowledge-sharing tools, mapping existing resources from the UN family of organisations, and fostering inter-agency collaboration to align digital transformation efforts with child rights priorities.

2. “Digital Transformation in Planning” toolkit will strengthen UNICEF Country Offices’ ability to integrate and budget for digital transformation in support of programme implementation and impact. Building on the
existing body of work, the consultant will consolidate and disseminate guidance to regional offices and country offices.
