How can you make a difference? 

Objective:

To strengthen MoLD’s capacity to institutionalise child-sensitive, participatory and evidence-based planning and budgeting, including through:

  1. Co-developing tools, SOPs and guidance materials.
  2. Embedding child-sensitive indicators within resource allocation frameworks.
  3. Designing and testing a simulation model for allocation scenarios.
  4. Building capacity at national and sub-national levels.

Methodology:

The assignment will be structured into three workstreams and will be carried out under the supervision of the Chief of Social Policy and Child Rights Monitoring, in close coordination with UNICEF technical sections and MoLD counterparts.

  1. Child‑sensitive Participatory Planning & Budgeting (PPB) Tools
  1. Undertake a stakeholder and process mapping exercise to identify entry points for participation of children and adolescents in governorate planning and budgeting cycles.
  2. Review existing SOPs, policies, and guidance on sub-national planning and budgeting, identifying gaps and opportunities for embedding child-sensitive standards.
  3. Revise/update SOPs — ensuring alignment with MoPEDIC, MoF, decentralisation frameworks, and ongoing public financial management (PFM) reforms.
  4. Develop a training and facilitation toolkit, including templates, participation methods, checklists, and monitoring indicators.
  5. Conduct ToT for relevant MoLD, governorate and local officials.
  6. Pilot the participatory and child-sensitive planning toolkit in two governorates (locations agreed with MoLD), and document lessons learned.
  7. A final institutionalisation roadmap outlining steps for embedding tools within MoLD systems, governorate planning manuals, and future regulatory updates?
  1. Child‑sensitive Resource Allocation Formula
  1. Analyse current transfer and intra-governorate allocation mechanisms to identify gaps and opportunities to increase equity, adequacy, and efficiency for children.
  2. Leveraging the monetary and multidimensional poverty, propose a set of child-sensitive indicators, covering demographic, socioeconomic, deprivation, accessibility, service gap, vulnerability, and risk dimensions.
  3. Develop an Excel-based simulation model with adjustable weights and multi-scenario capability, including user instructions.
  4. Ensure that evidence generated under the governorate profiles initiative is integrated into the resource allocation simulation model, with methodological coherence and common indicators.
  5. Facilitate technical and policy consultations with MoLD and other relevant government entities, and present recommendations for endorsement.
  1. Capacity Building for Sub‑national Budget Analysis
  1. Design and deliver capacity-building support for MoLD and governorate officials on child-sensitive budget analysis approaches and interpretation.
  2. Support the development of two governorate-level budget briefs using standardised analytical frameworks.
  3. The consultant will develop a capacity transfer plan, competency framework, and follow-up coaching structure for governorate officials

Conditions of work:

The consultant will work under the direct supervision of the Chief of SPCRM. The consultant will also work in close collaboration with other UN agencies and a broad range of development partners as part of a coordinated and participatory process. The consultant is expected to facilitate and reflect cross-agency inputs while ensuring alignment with national priorities and Egypt’s Vision 2030.

The consultant will submit deliverables as indicated in the ToR. Payments will be processed upon approved deliverables and submitted invoices

To qualify as an advocate for every child you will have… 

-Advanced degree in Public Finance, Economics, Public Policy, Public Administration, Decentralisation or related field

-Minimum 10 years of experience in PFM, decentralisation, or fiscal policy design

-Demonstrated experience in allocation formula modelling, costing, simulation or fiscal equalisation

-Previous experience with government systems strengthening, institutional capacity-building and participatory planning

-Experience in Egypt/MENA decentralisation context preferred; Proficiency in Arabic is a requirement.

-Proven experience producing actionable policy tools, not only analytical reports

-Excellent coordination, communication, and partnership skills.

-Strong analytical and reporting abilities.

-Fluency in Arabic and proficiency in English (spoken and written).
