UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. How can you make a difference?
The Programme Assistant, G-5, TA, will support the section in compiling and coordinating key work processes, ensuring adherence to established rules and deadlines. The role entails close collaboration with section heads, project officers, and programme assistants to ensure effective planning, coordination, and delivery of activities.
Under the supervision of the Nutrition Manager, the post shall undertake the following tasks:
- Programme and Event Logistics
- Facilitate the processing of contracts for consultants, vendors, and external partners supporting programme delivery, including preparation and filing of documentation, completion of required forms and templates, uploading TORs in VISION and FIORI, and maintaining updated vendor, partner, and consultant rosters.
- Carry out programme and financial transactions in VISION and FIORI, ensuring accurate programme coding and alignment with approved Annual Work Plans (AWPs), and making revisions as required following section updates.
- Coordinate administrative and logistical arrangements for meetings, conferences, workshops, training sessions, advocacy events, and capacity-development activities, including liaison with partners, participants, facilitators, caterers, and hosts.
- Liaise with budget focal points and relevant sections to confirm costs, funding availability, and administrative requirements for planned events.
- Prepare and disseminate letters of invitation and manage participant coordination, including follow-up on attendance confirmations and scheduling based on participant availability.
- Manage venue and accommodation arrangements, including completion of hotel request forms, coordination with hotels, and liaison with the UN Office to secure appropriate venues.
- Support workshop and event preparations, including procurement and organisation of supplies and materials, preparation of administrative notes and background materials, and provision of on-site logistical support during events.
- Administrative and Procurement Support
- Prepare, maintain, and update administrative, programme, and financial records, documentation, and control plans to support monitoring of project and programme implementation and expenditures.
- Draft, review, route, and track administrative and financial documents for approval and signature, including payment requests and supporting documentation from partners and vendors.
- Collect, verify, file, and process invoices and related documents in VISION and FIORI in accordance with organizational procedures.
- Support procurement processes by collecting quotations, processing low-value procurement requests (e.g. venues, vehicle rental, supplies, printing), assisting with petty cash reimbursements, and coordinating with relevant units as required.
- Review, facilitate, and upload MDM forms and related documentation for new consultants and vendors, ensuring compliance with UNICEF administrative and security requirements.
- Provide general administrative support, including routing of MTP and ad hoc documents, coordination of UNDSS requirements for new consultants, and ordering and management of office and workshop supplies and equipment.
- Maintain administrative systems and schedules, including monitoring staff absences, managing office calendars, organizing meetings, taking minutes, and ensuring correspondence and records are properly filed and accessible.
- Travel and Coordination Support
- Provide travel assistance to section staff in accordance with organizational rules and policies, including planning, booking, and processing travel arrangements and entitlements through coordination with relevant travel focal points to ensure cost-effective and efficient travel.
- Support the preparation, consolidation, and monitoring of monthly travel plans for the Health and Nutrition Section, ensuring alignment with approved workplans and travel requirements.

Minimum requirements:
- Education:
- Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
- Work Experience:
- A minimum of five years of progressively responsible administrative or clerical work experience is required.
- Skills:
- Strong administrative and organizational skills with the ability to manage multiple tasks and meet deadlines.
- Experience in processing programme, financial, procurement, and travel transactions in line with organizational procedures.
- Proficiency in using enterprise resource planning systems (e.g. VISION, FIORI or similar) for contracts, payments, and vendor management.
- High attention to detail and accuracy in handling documentation and financial records
- Ability to coordinate logistics for meetings, workshops, and events involving multiple stakeholders.
- Good written and verbal communication skills.
- Ability to work effectively both independently and as part of a team, with discretion and sound judgment.
- Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint), particularly for tracking, reporting, and correspondence.
- Language Requirements:
- Fluency in English and Filipino is a requirement, both oral and written.
Desirables:
- Experience supporting government-led programmes, including coordination with DOH, LGUs, NGOs, or other public-sector partners.
- Experience in organizing large-scale workshops, training, or field activities, including travel, accommodation, and participant management.
- Knowledge of basic financial management, budget tracking, and workplan-based programming (AWPs, commitments, liquidations).
- Ability to work effectively under pressure, manage competing deadlines, and respond to last-minute changes in a fast-paced programme environment.
