TITLE - CONSULTANT OF PEDAGOGICAL CONTENT PRODUCTION

DUTY STATION - Brasília (Remote)

JOB CONTEXT AND PURPOSE OF ACTIVITY/ASSIGNMENT:

UNICEF Brazil has as one of the priorities of its Country Program for 2024-2028 the confrontation of this culture of school failure and enhancement of education quality in Brazil. To this end, the Education area has developed three strategies. First, Successful School Pathways Strategy (SSP), that aims to support municipalities and states in the definition, implementation and evaluation of policies and actions to battle against age-grade distortion. Second, One Million Opportunities initiative was designed to address a significant challenge that Brazil faces regarding the transition of its vast youth population into the workforce. The initiative strives to address these issues by providing skills development, apprenticeships, and employment opportunities for vulnerable youth.

In the context of The One Million Opportunities initiative, Generation Unlimited is a plan of action launched by the UN Secretary-General, in 2018, developed to deliver innovative solutions on a global scale based on a Public-Private-Youth Partnership. 

Under the supervision of 1 Million Opportunities Programme Officer, this consultancy is expected to perform activities to manage the pedagogical content production of 1MiO initiative. The consultant will provide technical support for the implementation of curation and pedagogical content production.

SCOPE OF WORK:

  1. Expected result: Work closely with the Education team to support the coordination of the School to the World of Work Transition methodology that will be implemented in partnership with States and municipalities.
  2. Expected result: Work closely with the Education team to support the coordination of the content production of 1MiO initiative (1MiO courses, pedagogical material for educators, content curation and others). Main thematics:  Life Skills and Mental Health, Foundational/remedial (math, reading and writing), Digital (STEAM and AI), Green, Job specific skills, Entrepreneurial and creative economy.
  3. Expected result: Work closely with the Education team to support the coordination of curation and adaptation of new courses for 1MiO platform.

DELIVERABLES

Deliverable 1: Provide technical guidance and revision of 1MiO pedagogical guide for Minas Gerais State:

  • Work closely with the Education team to review pedagogical guides of 1MiO initiative: Life Project content for Educators
  • Work closely with the Education team to connect the material with the curriculum of the State of Minas Gerais, also the National Curriculum (BNCC).
  • Participation in 4 online-strategic meetings focused on planning and aligning goals with UNICEF and Implementing partner the quality of the digital material.

1.1. Deadline: 1 month from the contract signed.

1.2. Estimate Budget: 12%

Deliverable2: Supervision and revision of content production of 2 courses in Financial Education:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course (5 hours) for 1 MiO platform (adolescents). Content production involves scripting, production, recording and video/audio editing
  • Work closely with the Education team to review the content production of the 1 course for Educators that will be available in UNICEF AVA. Content production involves scripting, production, recording and video/audio editing
  • Work closely with the Education team to validate the contents of Students and Educators courses;

2.1. Deadline: 2 months from the contract signed.

2.2. Estimate Budget: 9%

Deliverable 3: Report: Supervision and revision of content production of UNICEF SEAL course:

  • Support UNICEF with the methodology cocreation of the program that will be implemented in UNICEF Seal;
  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course (5 hours). Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the implementing partner and Education team to validate the contents;
  • Participation in 4 online-strategic meetings focused on planning and aligning goals with UNICEF and Implementing partner the quality of the digital material;
  • 1 in-person meeting to approach development.

3.1. Deadline:3 months from the contract signed.

Deliverable 4: Report: Provide technical guidance and revision of 1MiO pedagogical guide School to the World of Work Transition:

  • Work closely with the Education team to review pedagogical guide of 1MiO initiative;
  • Work closely with the Education team to connect the material with the implementation model in municipalities (UNICEF Seal) and States, such as: Minas Gerais, São Paulo, Rio de Janeiro and Maranhão States.

 Deliverable 5: Report: Supervision and revision of content production of 1 1MiO materials for adolescents, young people and stakeholders related with the thematics Life Skills and Mental Health, Foundational/remedial (math, reading and writing), Digital (STEAM and AI), Green, Job specific skills, Entrepreneurial and creative economy:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course. Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the Education team to validate the contents;

1.1. Deadline: 5 months from the contract signed.

1.2. Estimate Budget: 8%

Deliverable 6: Report: Training approach for 1MiO training area for UNICEF Seal approach, integrated with learning recovery strategy that aims to work with skills development focused on Life Skills and Mental Health, Foundational/remedial (math, reading and writing), Digital (STEAM and AI), Green, Job specific skills, Entrepreneurial and creative economy;

  • Facilitate the production of online courses to educators, pedagogical coordinator and managers;
  • Support the creation of learning pathways of 1 MiO courses in the platform
  • Facilitate the production of pedagogical material for teachers, pedagogical coordinator and managers;
  • Support the definition of the scope of 1MiO training area in UNICEF Seal initiative, considering the guidance from the Education team of UNICEF.

6.1. Deadline: 6 months from the contract signed.

6.2. Estimate Budget: 7%

Deliverable 7: Report: Support the supervision and revision of content production of Pre-Apprenticeship approach:

  • Support UNICEF with the methodology cocreation of the program that will be implemented in partnership with States;
  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem) related with the thematic;
  • Work closely with the Education team to review the content production of the 1 course (5 hours). Content production involves scripting, production, recording and video/audio editing.
  • Work closely with Education team to validate the contents;
  • Quality‑assurance framework produced for digital materials, informed by inputs gathered across six online strategic meetings with UNICEF.
  • 1 in-person meeting to approach development.

7.1. Deadline: 7 months from the contract signed.

7.2. Estimate Budget: 10%

Deliverable 8: Report: Supervision and revision of content production of Creative Economy methodology:

  • Support UNICEF with the methodology cocreation of the program that will be implemented in partnership with States and municipalities;
  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem) related with the thematic;
  • Work closely with the Education team to review the content production of the 1 course (5 hours). Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the implementing partner and Education team to validate the contents;
  • Strategic alignment package developed—containing key decisions, action points, and quality requirements—derived from six online planning meetings with UNICEF and the implementing partner.8.1. Deadline: 1 month from the contract signed.

8.2. Estimate Budget: 8%

Deliverable 9: Report: Support and supervision and revision of content production of 1 1MiO course:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);

Deliverable 10: Report:  Provide technical guidance to produce Educational Pathways to students related with Remedial learning, Life Skills, STEAM, AI, Green Skills, Creative Economy, Pre-Apprenticeship:

  • Work closely with the Education team to support the revision of the material, which will be validated by UNICEF;
  • Preparing the content for communication material for the Schools, which will be validated by UNICEF;
  • Support the coordination of the production of the new Landing Page of 1MiO Courses;

10.1. Deadline: 10 months from the contract signed.

10.2. Estimate Budget: 9%

Deliverable 11: Report: Support in supervision and revision of content production of Remedial Learning approach:

  • Support UNICEF with the methodology cocreation of the program that will be implemented in partnership with States and municipalities; 
  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem) related with the thematic; 
  • Work closely with the Education team to review the content production of the 1 course (5 hours). Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the implementing partner and Education team to validate the contents;
  • Eight planning and alignment summaries created with UNICEF and the implementing partner to support quality assurance of the digital materials.
  • 1 in-person meeting to approach development.

Deliverable 12: Report: Production of an end-year report on the status and results of UNICEF content production.

LANGUAGE PROFICIENCY

TRAVEL PLAN

Costs of 2 travels to São Paulo and 1 to Brasília.

  • This consultancy is home-based, with an estimated 2 trips to São Paulo municipality and 1 to Brasília. Each trip is estimated in 2 to 4 days.
  • The consultant is responsible for arranging his/her own travel, including travel insurance.
  • All travel fees must be included in the financial proposal.

MINIMUM QUALIFICATIONS REQUIREMENT

  • Degree in education, Social Sciences, political science, Communication, Public Policy, International Relations or related fields.
  • A minimum of 7 years of professional work experience at national or international levels in relevant Education, Environmental Education, STEAM, Life Skills approach, Advocacy, Public Policies or related programs. Experience in UN system agency or organization is an asset.
  • Fluency in Portuguese required. Knowledge of English is an asset.
  • Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
  • Experience in content production, teachers and education managers training and advocacy with governments. 
  • Teamwork skills and capacity to work with tight deadlines.

FINANCIAL PROPOSAL

The maximum number of points will be allotted to the lowest fee proposal and compared among those invited /applicants who obtains the threshold points in the evaluation of the technical component. The maximum points of the financial proposal will be 25 points

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
  • Financial proposals from local consultants shall be submitted in the local currency in effect at the time of submission. UNICEF will evaluate and contract based on this amount, which shall remain fixed and not subject to adjustment due to subsequent exchange rate fluctuations

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

 RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract. 
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

REMARKS:

ADMINISTRATIVE DETAILS: Expert, recognized authority, specialist in a specific field; advisory or consultative capacity; no continuing need in UNICEF; a consultant shall not perform any of the existing functions or responsibilities of staff members; must not be assigned functions requiring any representative, certifying, approving authority or supervisory responsibility; contracts are delivery-based with a delivery schedule; consultants manage their own time; consultants will largely be remote-/home-based, not office-based.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
