TERMS OF REFERENCE
NICEF Madagascar appuie le Ministère de l’Environnement et du Développement Durable et le Ministère de la Jeunesse et des Sports dans le développement d’une Stratégie nationale pour l’engagement et l'autonomisation des jeunes dans la transition écologique. Cette stratégie vise à établir un cadre national structurant pour permettre la participation effective et l’autonomisation des adolescent(e)s et des jeunes dans la transition écologique, l'action climatique, la gestion durable de l'environnement et le renforcement de la résilience à Madagascar.
Dans ce cadre, UNICEF Madagascar recrute un(e) consultant(e) individuel(le) charge(e) de concevoir, structurer, piloter le processus de développement de la stratégie.
Le/la consultante sera responsable de la conduite du processus de développement de la stratégie, de la revue documentaire à la validation finale de la Stratégie, en assurant sa cohérence, son ancrage institutionnel et son caractère inclusif et opérationnel. Il/elle veillera notamment à assurer l’articulation entre les différentes sources d’information (consultations, revue documentaire, étude, analyse), et à traduire les contributions en orientations stratégiques claires et opérationnelles.

Minimum requirements:
- Education: advanced degree (Masters) in at least one of the following areas:
sciences sociales, politique publique, développement de la jeunesse, gouvernance environnementale, changement climatique, éducation, études du développement, sciences politiques, sociologie, anthropologie ou autres domaines connexes
- Work Experience:
- Minimum de 7 années d'expérience professionnelle en tant que responsable dans l'un ou plusieurs des domaines suivants : engagement et développement des adolescents et des jeunes, élaboration de stratégies et de politiques publiques, coordination de programmes, changement climatique, gouvernance environnementale, développement social ou secteurs connexes.
- Expérience avérée dans la conception, la structuration et la conduite de processus stratégiques multi-acteurs, incluant la coordination des parties prenantes institutionnelles et techniques.
- Expérience démontrée dans la rédaction de documents stratégiques ou de politiques publiques (stratégie nationales, cadres programmatiques, plans d’action).
- Expérience avérée dans la conception et facilitation de processus participatifs, inclus consultations et ateliers impliquant gouvernement, société civile, jeunes et partenaires techniques
- Expérience avérée de travail avec les enfants, adolescents et jeunes, et maitrise des approches d’engagement et de participation significative des jeunes, inclus des approches inclusives et sensibles au genre.
- Bonne compréhension des enjeux liés au changement climatique, a l'environnement, a la transition écologique et/ou a la gestion des risques de catastrophe dans le contexte malgache.
- Expérience de travail avec les institutions gouvernementales et dans des contextes de coordination multipartite
- Excellentes capacites d’analyse, de synthèse et de traduction d’informations complexes en orientations stratégiques opérationnelles
- Excellentes compétences de rédaction en français
- Compétences en facilitation des groupes
- Excellente maitrise du français/malgache
- Une expérience antérieure avec l'UNICEF, les Nations Unies ou les partenaires pour le développement est un atout.
