Sudan is facing one of the world’s most severe humanitarian crises following the outbreak of armed conflict in April 2023. Continued conflict, large-scale displacement, economic disruption and the deterioration of basic services have significantly increased humanitarian needs, with children and families particularly affected by food insecurity, malnutrition, disease outbreaks and reduced access to health, education, WASH and social protection services.

The operating environment remains volatile and complex, requiring flexible, risk-informed approaches to programme delivery. UNICEF has maintained a presence in Sudan since 1952 and continues to deliver programmes across the country through its field presence and partnerships. In this context, cash-based interventions are an increasingly important modality for reaching vulnerable children and families effectively and accountably.

How can you make a difference?

The Cash Implementation Unit (CIU) supports the Sudan Country Office in the effective and accountable delivery of cash-based programmes. The Chief, CIU provides overall leadership, coordination and operational oversight of cash-based modalities across programme sections, including beneficiary data and payment management, risk and performance management, implementing partner management, and grievance redress mechanisms. The role ensures cash operations are delivered in accordance with UNICEF policies, standards and accountability framework.

Key functions, accountabilities and related duties/tasks:

Under the direct supervision of the Deputy Representative Operation and close coordination with the Deputy Representative Programme, the CIU Chief, P5 will oversee the effective management and coordination of the CIU team by providing leadership, supervision, and guidance to staff while ensuring timely performance planning and evaluations. The incumbent coordinates risk-informed project implementation and monitoring, ensures compliance with operational procedures, and oversees the review and resolution of beneficiary grievances, including the follow-up of suspected fraud cases. The position is responsible for managing cash coordination activities, identifying opportunities for improvement, and representing UNICEF in cash programming engagements with internal and external stakeholders. In addition, the role coordinates cash-related audits, facilitates collaboration on cash operations across offices, and ensures that cash transfer modalities are aligned with UNICEF policies and global standards.

Minimum requirements

  • Education: Master or equivalent (Advanced University Degree) in Business Relations, Social Sciences, International Relations, Public Policy, Social Development, Development Planning, or any other related fields is required.
  • Work Experience: A minimum of 10 years of professional work experience in the formulation of policy in international or national administration; experience in external aid administration and senior-level international development administration, demonstrated operational experience in risk-informed programme implementation in fragile and humanitarian contexts, or related fields is required, including at least 6 years of professional experience in the direct use of cash-based modalities in fragile and humanitarian contexts.
  • SkillsAdvanced technical expertise on cash-based modalities operational requirements, contracting implications and partnerships, financial accountabilities, risk management and quality assurance.
    Knowledge of programme management, methodology and practical application.
    Knowledge, skills and leadership for managing teams, budgets and project execution.
    Knowledge of rights-based and results-based management and programming approach in UNICEF.
    Knowledge of UNICEF emergency programme policies, goals, strategies, approaches and procedures.
    Confidentiality, tact, diplomacy and good interpersonal skills are essential.
    Programme and Project Management experience.
    Knowledge of global human rights issues, specifically relating to children and women, and the current UNICEF position and approaches.
    UNICEF policies and strategy to address national and international issues, particularly relating to conflicts, natural disasters, and recovery.
    UNICEF Humanitarian programme policies, goals, strategies and approaches. 
  • Language Requirements: Fluency in English is required.

Desirables

  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Background in Operations, fraud prevention/management, internal control mechanisms and setting up operational systems is a strong advantage.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
