How can you make a difference?
Background:
UNICEF works with the Government of Indonesia and partners to accelerate progress towards universal, equitable, safely managed and climate-resilient water, sanitation and hygiene (WASH) services.
Achieving national and Sustainable Development Goal targets for WASH requires not only increased investment, but also more effective, equitable and sustainable use of available resources. Despite substantial public investment, important WASH sector financing challenges remain, including financing gaps, constraints to cost recovery, and limited mobilization of private, commercial and other non-traditional sources of finance. At the same time, there are significant opportunities to optimize public financing and diversify funding sources through climate finance, blended finance, public-private partnerships, commercial financing, corporate partnerships and other innovative financing mechanisms.
Against this backdrop, UNICEF is supporting the Government of Indonesia to strengthen WASH sector financing, with a focus on enhancing enabling policy and regulatory frameworks, developing bankable investment pipelines, improving cost recovery and financial sustainability, and mobilizing additional public, private, development and climate finance.
To expand the pool of specialized expertise available to support WASH financing initiatives, UNICEF Indonesia seeks to establish a roster of qualified WASH Financing Experts who may be engaged as individual consultants on a short-term or long-term consultancy assignments on need basis.
Scope of Work:
Depending on programme requirements, roster members may be requested to provide technical support in areas such as:
(i) Developing national or subnational WASH financing strategies and investment frameworks;
(ii) Developing financing models for water utilities, sanitation service providers and WASH small and medium enterprises (SMEs);
(iii) Supporting tariff and cost-recovery reforms, improved revenue collection, and stronger regulatory and institutional frameworks;
(iv) Assessing and developing options for PPPs, blended finance, commercial financing and climate financing and other innovative financing mechanisms;
(v) Supporting development of bankable WASH investment pipelines;
(vi) Developing policy briefs, investment cases, financing roadmaps and advocacy products;
(vii) Supporting consultations, policy dialogue and capacity development with government and sector partners; and
(viii) Providing other specialized technical assistance related to WASH financing.
Submission of EOI:
Qualified individuals who wish to be considered for inclusion in the roster are invited to submit an Expression of Interest (EOI), comprising a cover letter and curriculum vitae (CV), no later than 8 November 2026. The cover letter should provide a concise summary of the applicant's qualifications, relevant experience, and technical expertise, and should indicate the applicant's proposed professional fee rates, specifying both daily rates for short-term assignments and monthly rates for longer-term assignments.
Enrolment in the Roster:
EOIs will be screened against the credentials specified above for potential inclusion in the Roster.
This Call for EOIs does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the roster.
