How can you make a difference?
In August 2020, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) launched the national Social Rights-Based Disability Identification mechanism. This initiative aims to establish a standardized system for collecting disability-related data using the web-based Disability Management Information System (DMIS). It also involves issuing identification cards to individuals with disabilities, enabling them to access social protection services and other benefits. The national Social Rights-Based Disability Identification mechanism serves as an administrative database and forms the basis for providing services and promoting the development of persons with disabilities. Data from individuals with disabilities are collected at the village level through focal points at the commune/sangkat level, and these records are stored digitally in the DMIS.
In 2022, the Ministry of Social Affairs, Veterans and Youth Rehabilitation conducted an internal review of the Disability Management Information System (DMIS), assessing social and rights-based disability identification data. In 2023, the process evaluation of the Disability Identification Mechanism was carried out. A highlight from the key findings and recommendations was the need to strengthen data interoperability to improve the implementation, monitoring, and management of inclusive social protection, social services, TVET, and employment.
The purpose of this consultancy is to update the DMIS system, which is based on the findings and recommendations of Social and Rights-based Disability Identification, manage DMIS system and data interoperability with other relevant systems, including TVET and employment system. Specialized IT support is required for updating the DMIS Mobile/App, Frontend, and the Management Information System (MIS), supporting the development of data interoperability, DMIS website.
