BACKGROUND
Purpose of Activity/ Assignment:
The consultant will support the Maternal Newborn Adolescent Health Unit on advancing UNICEF’s school and adolescent health agenda under supervision of the Health Specialist (Adolescents, School, Mental Health) in accordance with the scope of work and deliverables outlined below.
Scope of Work:
Under the supervision of the Health Specialist, the consultat will support on:
1. Development of Technical Tools and Country Support for Adolescent Well-Care Visits
• Support the compilation of the Y-Check Toolkit to operationalize scheduled well-care visits for 10-14 and 15-19-year-olds through PHC facilities, schools and community service points.
• Provide technical support to Jamaica, Indonesia, Papua New Guinea, Brazil, Belize and other interested countries in tailoring well-care visit packages, training, and rolling out Y-Check implementation.
• Support data analysis and documentation of Y-Check implementation experiences in Jamaica, Indonesia, and PNG to inform best practices and scale-up.
2. Technical support for Global Adolescent Health Dashboard, Country Profiles, and Data-to-Action Initiatives
• Contribute to the development and refinement of a GAMA toolkit for adolescent health data initiatives and data to action workshop in Indonesia, Brazil, South Africa in collaboration with WHO and DAPM team.
• Review and enhance the Global Adolescent Health Dashboard and country profiles based on GAMA indicators in collaboration with DAPM team in preparation for a global launch in November.
• Support program documentation for AZ donor reporting, including the development of annual reports and quarterly updates as it relates to Y-Check and GAMA deliverables to showcase impact and progress.
3. Support for Partner Coordination on School Health and Adolescent Health Reporting
• Contribute to the development of WHO-UNICEF Operational Guidance and country support around health promoting schools, including webinars, technical briefs, and evidence reviews related to school health.
• Facilitate H6 + AHWB Technical working group meeting and agendas, coordinate with Yale Institute for Global Health fellows' assignments for adolescent and school health.
• Support the compilation and analysis of CSI indicators and COAR for the Annual Review (2 results areas Adolescent Health and Mental Health)
Terms of Reference / Key Deliverables:
1.Compile and finalize a Y-Check Toolkit (including manual of operation, training materials, and implementation resources).

2.Technical support to country teams and tailor the adolescent well-care visit toolkit for Jamaica, Indonesia, and PNG, including country-specific adaptations and training materials.

3. Minimum 6 Training sessions (virtual or in-person) for Jamaica, Indonesia and PNG to support Y-Check implementation and roll-out.

4. Report to document challenges, successes and lessons learned from the implementation of Y-Check, including preliminary data analysis and recommendations for scale-up.

Qualifications
Education:
An advanced university degree (Masters) in Public Health, School Health, Global Health, nursing, or medicine
Work experience: 
Knowledge/Expertise/Skills required:
Master's degree in fields of public administration, public health, public policy, nursing or medicine, with proven experience in tracking programmes, project management, financial management, data analytics, budget and coordinating with COs in the areas of child, adolescent, school health for more than 5 years in country, regional and international level. Strong command English is required.
Requirements: 
Completed profile in UNICEF's e-Recruitment system and 
- Upload copy of academic credentials 
- Financial proposal that will include/ reflect :
o the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
o travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. 
o Any other estimated costs: visa, health insurance, and living costs as applicable.
o Indicate your availability 
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. 
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
