UNICEF´s innovation strategy focuses on accelerating solutions to ensure the rights of children and adolescents, within the framework of achieving the Sustainable Development Goals by 2030. From UNICEF's perspective, there are different modalities of innovation, including: Data innovation, Digital innovation, Innovative financing, Product innovation and Social innovation.

To make this global UNICEF vision relevant in each country office, the COMPASS methodology is developed, which seeks to be a guide that allows country offices to align the innovation strategy and innovation activities in programs with the objectives of the UNICEF Strategic Plan. The main objective is to ensure that innovation is systematically and effectively integrated into UNICEF's processes and practices to achieve significant growth at scale. To achieve this, COMPASS proposes cultivating the Innovation Strategy and Culture in UNICEF country offices, using a modular and structured approach. 

The COMPASS methodology has 5 main phases: 1) Define Innovation Objectives, 2) Activate Innovative Solutions, 3) Enabling Environment for Innovation, 4) Develop an Innovation Action Plan, 5) Implement the Innovation Strategy.

How can you make a difference? 

The objective of the consultancy is to hire a technical consultant for 4 months to support UNICEF CO in Mexico in developing an innovation strategy for the office, following the 5 stages of the COMPASS methodology. The 5 phases can and should be adapted to the context of the UNICEF Mexico CO. The consultant will be responsible for supporting the management of the UNICEF Mexico innovation task force meetings and the follow-up of meeting agreements, compiling and systematizing the necessary information as stipulated in the COMPASS methodology, and writing the innovation strategy for the office.

Deliverables:

  • Deliverable 1: Report of the systematization of the Innovation Task Force's Work 
  • Deliverable 2: Report with Mapping, Classification, and Portfolios of Innovation Initiatives
  • Deliverable 3: Innovation Conceptual Framework for the Country Office (to be delivered at the close of Compass)
  • Deliverable 4: Structure for an Innovation Microsite 
  • Deliverable 5: Proposed Structure for the Innovation Strategic Note

*Each product must be delivered to UNICEF; it will be considered a final version after UNICEF's approval.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: University degree (Bachelor´s Degree) in social sciences, business administration, or other related fields.
  • Work Experience:
    • At least 8 years of technical experience in strategy development, knowledge management, or strategic planning, or other related fields.

    • At least 3 years of experience in digital transformation areas leading technology strategies related to the latest trends (e.g., AI, blockchain, cloud computing, etc.)

    • Understanding of cybersecurity and data protection principles, especially in the context of handling sensitive information of children and adolescents.

  • Language Requirements:
    • Fluency in Spanish.
    • Proficiency in English with communication skills, both written and verbal.

Desirables:

  • Developing country work experience and/or familiarity with emergency.

Working Conditions:

This consultancy does not include travel during the duration of the contract. The selected consultant will work remotely. However, attendance at in-person follow-up meetings at the UNICEF Mexico office may be required, subject to prior agreement with the officer responsible for this consultancy and the selected consultant.

Technical and Economic Proposal Characteristics

All documents submitted must be written by the consultant and presented independently, uploaded to the corresponding links in the application.

Only individual proposals will be accepted.

Technical Proposal:

  • Updated CV that explicitly demonstrates the profile requirements for the consultancy.

  • A sample of a previously written document on strategy development, knowledge management, or strategic planning, or other related fields. It can be a digital transformation plan or project, an innovation guide, an essay, or an article of your authorship that demonstrates the requested experience in innovation and/or digital transformation topics.

  • Technical Proposal (maximum 10 pages with annexes), with a proposed work plan that includes:

    • Conceptual framework

    • Work schedule

    • General vision proposal on how to promote innovation and digital transformation at UNICEF Mexico, considering the latest technological trends (AI, blockchain, cloud computing, etc.) and digital transformation methodologies

    • Mapping of potentially relevant actors for the innovation theme from a development and children's and adolescents' rights perspective.

    • Section on cybersecurity and data protection principles, especially in the context of handling sensitive information of children and adolescents.

Candidates who meet the passing threshold will be called for an interview, which will count as part of the technical evaluation.

Economic Proposal:

  • The economic proposal must be presented by the consultant indicating the COST PER DELIVERABLE, as well as the breakdown and explanation of the proposal, signed and in a letterhead. 

  • Costs must be considered for all project expenses. 

  • The proposal should include VAT (IVA) costs as per the table below. ISR should not be included. 

  • Costs must be fixed for the entire project. 

  • Present your proposal in Mexican pesos; if you are a foreign provider, you must send your offer in US dollars

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
