How can you make a difference?

The consultant will support the Learning to Earning team of UNICEF Mozambique to consolidate and operationalise further the Learning-to-Earning (L2E) agenda, with a primary focus on strengthening MAZA as the central digital and methodological platform for upskilling, coaching, pathway guidance and access to learning and earning opportunities. The work will also support the blended rollout of L2E in selected contexts, generate evidence on what works, refine the emerging L2E/MAZA business model, and strengthen the partnerships, accreditation pathways and systems required to sustain and scale L2E under the Learning, Skills and Engagement Programme Component of the Country Programme 2027–2030.

Main Tasks:

  1. Consolidation of MAZA as the core Learning-to-Earning platform
  2. Rollout of L2E through a blended MAZA-based approach
  3. Accreditation, partnerships and systems strengthening

To qualify as an advocate for every child you will have...

(Qualifications/Experience/ Knowledge/Expertise/Skills)

Education:

  • Master`s degree in one of the following fields: Education, communications, development studies or any other related social sciences

Work Experience:

  • At least five years of progressively responsible experience in education, adolescent and youth programming, skills development, non-formal learning, employability, livelihoods or school-to-work transition programmes.
  • Demonstrated experience designing or supporting learning-to-earning, youth employment, entrepreneurship, vocational skills or other transition-to-opportunity initiatives, preferably in low- and middle-income or fragile contexts.
  • Experience with digital or blended learning platforms, user journeys, dashboards, data use and youth-facing digital solutions; experience with platform consolidation or content organisation is an asset.
  • Experience developing partnerships with government, training providers, private-sector actors, financial service providers, NGOs, community-based organisations or development partners to support skills, referrals, certification, internships, apprenticeships, entrepreneurship or earning opportunities.
  • Experience in monitoring, documentation and programme learning, including indicators, dashboards, tracer approaches, user feedback, implementation learning, reporting and use of evidence for programme adaptation.

Skills:

  • Strong understanding of competency-based skills development, including learning pathways, competency frameworks, content packages, coaching or mentoring models, referral systems and practical implementation tools
  • Excellent analytical, writing, facilitation and coordination skills, with the ability to translate strategic concepts into practical guidance, workplans, reports, presentations, tools and partner-facing products.
  • Ability to work independently and collaboratively with UNICEF teams, Field Offices, implementing partners, government counterparts, private-sector actors and young people, while adapting technical support to field realities.
  • Sound understanding of child safeguarding, adolescent participation, gender equality, disability inclusion and ethical engagement with young people.

Language Requirements:

  • Fluency in English
  • Proficiency in Portuguese, including the ability to verbally communicate and write effectively

Desirables:

  • Working experience in Mozambique and understanding of the national education, skills development, youth employment or TVET ecosystem is a strong asset
