In the next five years, UNICEF Turkmenistan will support the Government of Turkmenistan in meeting its commitment to the Convention on the Rights of the Child (CRC) as pledged in Turkmenistan’s National Plan of Action for Realization of the Rights of the Child (NPAC). The UNICEF Country Programme 2021 – 2025 will respond to all three strategic priorities of the United Nations Sustainable Development Cooperation Framework (UNSDCF).

While building on the results of the previous country programmes, UNICEF’s work in the future reflects the expanded scope of cooperation with the government of Turkmenistan. UNICEF will be partnering with more institutions to ensure equitable access to high-impact and quality health, nutrition and early childhood development services; to protect children from all forms of violence, ill-treatment and socio-economic vulnerabilities; as well as to increase access to quality inclusive education and learning opportunities for Turkmenistan’s children and youth.

How can you make a difference? 

Information and Communications Technology (ICT) Associates perform procedural and some specialized
activities pertaining to UNICEF’s ICT systems, which include desktop administration and server operations.
Specialized activities typically pertain to the installation and routine configuration of ICT system components
and user orientation. Procedural activities include all other processes that may not require the application of
specialized information technology training and knowledge, such as maintaining technical and user
documentation and/or serving as focal point for receipt and processing of user requests.

To qualify as an advocate for every child you will have… 

•Completion of secondary education preferably supplemented by technical or university courses related to the work of the organization.

•A minimum of 4-5 years experience in providing technical support for IT infrastructure, software applications, and hardware.
•Strong knowledge of computer systems, servers, and peripherals.
•Excellent troubleshooting skills and ability to solve technical issues quickly.
•Strong communication skills to interact effectively with end-users and other members of the IT team.
•Knowledge of IT policies and procedures to ensure the security and integrity of data.
•Ability to work independently and as part of a team.
•Willingness to work outside regular hours when required.
•Ability to adapt to changing technologies and requirements.
 

The technical proposal should include
- A cover letter, including
o Assessment of suitability vis-à-vis the requirements of this ToR;
o A summary of experience in similar assignments;
o Links to/attachments of examples of similar work;
- CV of the candidate
- Names for reference check

Financial Proposal: Candidates needs to submit a financial proposal
Applications without financial proposal will be disqualified.

The applicants should ensure that all pricing information is provided in USD. Invoicing will be in the currency of the proposal.

Evaluation of the proposals:

Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects to ensure best value for money.
The Evaluation Team first reviews the technical aspects of the offer on the basis of the qualifications described above and as per the breakdown in the table below, followed by review of the financial offers of the technically compliant candidates:

Total Score: 100 (with passing score 75)

The proposal obtaining the highest overall score after adding the scores for the technical and financial proposals together, that offers the best value for money will be recommended for award of the contract. A cumulative analysis will be used to evaluate and award proposals. The evaluation criteria associated with this TOR is split between technical and financial as follows: 75% Technical, 25% Financial with 100 % Total.

Only shortlisted candidates will be contacted and advance to the next stage of the selection process. 

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
