UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.
It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

Tasks:
- Coordinate with the Ministry of Social Services and Development (MSSD) Regional and Provincial Offices (LSA and LSB) and the Provincial Local Government Unit (LGU) ECCD Focal to finalize the design and list of participants for the different training workshops;
- Facilitate the conduct of the training of master trainers in Lanao del Sur in two (2) batches with 45-50 participants per batch;
- Facilitate the organization of CDW Federation of Lanao del Sur;
- Facilitate cluster and/or municipal level orientation and training workshop of CDWs; and
- Conduct coaching and mentoring sessions to selected CDWs.
Deliverables:
- List of target CDW and Municipal Social Welfare Officers (MSWO) trainers in Lanao del Sur;
- Design of capacity building program for CDWs in Lanao del Sur;
- Actual conduct of 2 batches of training of trainers with post-training report;
- CDW Federation of Lanao del Sur organized;
- CDW orientation and training workshops conducted in selected 20 muncipalities including Marawi City in Lanao del Sur; and
- Conduct and document at least 10 coaching and mentoring sessions to selected CDWs in LDS.
- Bachelor's degree in any of the following areas: ECCD, Social and Human Development or a relevant field. Advance Degree, an advantage.
- Solid ECCD experience for over 10 years is required.
