Background:
The ongoing war in Ukraine continues to profoundly affect children and young people. For adolescents aged 13-18, social media has become one of the few reliable channels and tools that help enable their participation, connection, and learning amid the challenges that they face.
UNICEF Ukraine places a strong emphasis on meaningful youth engagement as a change strategy, supporting and empowering young people as active programme and advocacy partners. Through the use of social media, UNICEF promotes their civic participation while supporting their urgent needs, such as mental health support and skills-building opportunities. Since the escalation of the war, UNICEF has positioned its TikTok channel as a safe, engaging and inclusive digital space where youth in Ukraine can access vital information, participate in conversations about issues that matter to them, share their stories, and take part in positive social change by supporting UNICEF Ukraine’s advocacy priorities.
With more than 105,000 followers, UNICEF Ukraine’s TikTok channel is now the fourth-largest UNICEF corporate TikTok account globally. It has become a recognized platform among young people in Ukraine, strengthening UNICEF’s brand positioning and relevance among this key audience. The steady growth of this channel over the last few years results from an agile audience-first approach—leveraging trends, formats, and storytelling styles that resonate with teenagers.
However, TikTok is a fast-evolving and fast-growing platform that requires distinct technical and creative skills, including on-camera presence, mobile editing, sound design, and deep fluency in emerging formats. The increasingly specialized nature and growing demands of TikTok content creation and channel management has resulted in a widening gap in our in-house capacity. To enable the continued growth of this channel as part of the overall communication and advocacy work plan, it is necessary to bring in an individual consultant with the creative, technical, and platform-specific expertise needed to continue building our TikTok strategy and engaging young people authentically, meaningfully and consistently. The shift from acquiring services from a third-party agency to having an in-house, full-time consultant will ensure more streamlined and efficient coordination, better oversight and content quality, and closer alignment to UNICEF Ukraine’s communication and advocacy strategy.
Purpose of assignment:
The consultant will be responsible for planning, scripting, filming, and editing short-form vertical videos tailored to TikTok and adaptable for audiences on other platforms, using a variety of tools and formats. They will be expected to develop content that supports UNICEF’s strategic priorities and aligns with the communication and advocacy content calendar—such as mental health, education and skills-building, climate action, civic participation, and positive online behavior—translating complex and technical messages into engaging, youth-friendly storytelling that fits the dynamics of short-form social media.
In addition to content production, the consultant will be responsible for publishing content on UNICEF Ukraine’s TikTok account and supporting community management, including replying to comments, engaging with trends and conversations, managing abusive online behavior on the channel, and ensuring consistency of voice. They will also contribute to editorial planning, content scheduling, and data-driven performance monitoring, working closely with the Communication and Advocacy section to align with UNICEF’s broader digital and youth engagement strategies.

Support UNICEF’s engagement in Lviv European Youth Capital activities by producing creative, youth-centered content on-site. This includes the development and delivery of 10 short-form vertical videos and 10 stories between May and December 2025 that capture the voices, ideas, and energy of young people participating in the initiative. Content should highlight key themes such as youth participation, civic engagement, inclusion, and innovation, and be tailored for TikTok and other relevant platforms. Travel to Lviv, Zaporizhzhia and Poltava for up to 10 days to cover selected events or initiatives under the European Youth Capital programme and shared title activites. All content should be delivered within 5 days after the visit, in coordination with UNICEF’s digital communications team. |

To qualify as an advocate for every child you will have…
Education: Bachelor's degree or higher i degree in communications, Journalism/Mass Communication, Public Relations, Cinema and Television, Arts or any other relevant field.
Professional experience: A minimum of 2 years of relevant professional experience in social media management and creating trending digital media content.
Languages:
- English: Proficient/Native [C2];
- Ukrainian: Upper-intermediate [B2].
Skills and competencies:
- Creative thinker and early adopter of emerging digital formats and platform features, with a keen understanding of how young audiences consume and interact with content online.
- Strong familiarity with social media platforms, especially TikTok, Instagram and YouTube, experience using platform-native tools and trends to create engaging, youth-friendly content.
- Proficiency in mobile video production, including filming, editing, sound design, and post-production using tools such as CapCut, InShot, Adobe Premiere Rush, or similar apps tailored to short-form content creation.
- Experience in publishing and managing content on social media platforms, including community engagement (comment moderation, duets/stitches, trend participation) and basic analytics tracking.
- Demonstrated ability to create compelling, culturally relevant, and visually engaging content for youth audiences, with a strong emphasis on video storytelling.
- Self-motivated, organized, and able to work both independently and collaboratively across multiple teams and deadlines, while maintaining high-quality outputs.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
