For every child, the right to Change
In line with UNICEF Jordan’s commitment to strengthening Risk Communication and Community Engagement (RCCE) and Social and Behavior Change (SBC) within national systems, this assignment aims to develop a participatory, community-driven health assessment toolkit. The toolkit will empower the Ministry of Health (MOH) Community Health Committees (CHCs) to conduct annual community health needs assessments, identify community health priorities, identify priority health behaviours to address in health awareness and promotion outreach and campaigns, and foster a culture of ongoing community listening and action planning.
How can you make a difference?
The consultant will work in collaboration with the MOH’s HCAD technical team, and the Social and Behaviour Change team at the UNICEF Jordan office to design the community health assessment tool. The key deliverables for this consultancy are as follows :
Toolkit Design and Development

Develop a Priority-Setting Guide: A structured, simple decision-making framework (e.g., scoring sheets) for CHCs to prioritize identified health issues.

Develop a root-causes analysis tool

Create a Monitoring and Updating Tool

Integrate a Community Feedback Mechanism Template

Develop Monitoring Indicators: A light set of indicators to track the use of the assessment toolkit and the outcomes of CHC activities over time.

Include a Risk and Vulnerability Mapping Template

Embed Behavioural Drivers Analysis
2. Capacity-Building for community volunteers on how to use the tool to assess their community needs:

Create a Training of Trainers (ToT) Manual for MOH Health Promoters

Create a Cascaded Training Manual for CHC Members
-
Deliver Training of Trainers (ToT) for MOH Health Promoters
-
Monitor and Support the Cascaded Trainings for Community Health Committees (CHCs)

Prepare Pre- and Post-Training Assessment Tools to measure knowledge and skill improvements among both MOH trainers and CHC members.
3. Ethical Standards Integration:

Ensure Ethical Safeguards throughout the Toolkit: Integrate "Do No Harm" principles, data privacy protections, and informed consent procedures across all tools and processes. Ensure UNICEF’s Ethical Review is obtained.
4. Pilot Testing and Finalization:
-
Conduct Pilot Testing: Test the draft toolkit in selected CHCs in Zarqa and Jerash governorates, applying the full assessment process with community participation.

Compile and analyse the data to identify community health priorities

Collect Structured Feedback and Finalize Toolkit
-
Oversee the development of localised health action plans for 2 governorates.
5. Community Health Assessments:
-
Compile the assessment reports submitted by CHCs and write one report per governorate showcasing their community health needs.

Establish a template for reporting, so the MOH HCAD can review all the relevant data on regular basis and inform its decisions regarding future SBC/RCCE interventions.
6. Wrap up and Presentation:
-
Prepare and deliver a final presentation of key findings, tools developed, and recommendations to UNICEF, the Ministry of Health (MOH), and other relevant stakeholders.

Submit a final report summarizing the overall process, methodology, stakeholder engagement, challenges faced, lessons learned, and practical recommendations for rollout and sustainability.

Incorporate final feedback received during the presentation into the report and toolkit, where relevant.

Handover all editable source files of the toolkit, training materials, and documentation in both Arabic and English.

Participate in a wrap-up meeting with UNICEF and MOH to review deliverables and discuss next steps or follow-up actions.
To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: A first University degree in the field of Social Sciences, Communications, Management, Sociology, Public or Community Health, Epidemiology, or any related field.
- Work Experience: At least 5 years of relevant work experience in SBC, RCCE, participatory assessments, community engagement and capacity development is required. language
- Language Requirements: Fluency in Arabic and English (written and spoken) is required.
Desirables:
Expertise in developing community health assessment tools and methodologies is highly desirable. Experience working with Ministries of Health or UN agencies. Knowledge of community engagement principles, RCCE, and participatory approaches is highly desirable.Proficiency in qualitative and quantitative research methods. Experience in ethical community data collection and safeguarding and human-rights-based approaches.Strong facilitation, interpersonal, and training development skills. To work independently and deliver within tight timelines.Familiarity with WHO and UNICEF community engagement and health security frameworks is an asset. Experience in developing training and assessment materials in Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
