For every child, the right to change
Throughout previous years, UNICEF Jordan implemented programmes to address systemic gaps in the health system, many of which were exposed during the COVID-19 pandemic. The disruptions to health services, which disproportionately affected the vulnerable communities in Jordan, prompted UNICEF to roll out several SBC/RCCE interventions aimed at supporting immunization efforts and reinforcing community-based health structures. Building on these efforts, UNICEF seeks to further reinforce the SBC community-based structures, both within the Health Sector and across other sectors. A key component of this assignment is to strengthen SBC/RCCE capacities at the local level, promote equitable access to services, enhance Pandemic Preparedness, and institutionalize community feedback mechanisms.
How can you make a difference?
The consultant will support UNICEF Jordan in providing technical assistance to the MOH on strengthening SBC and RCCE capacities at both national and subnational levels. Working in close collaboration with the Health Communication and Awareness Directorate (HCAD), other relevant MOH directorates, and UNICEF’s local implementing partners, the consultant will contribute to advancing the institutionalization of evidence-based SBC practices and inclusive and community-centered engagement approaches.
Under the supervision and guidance of UNICEF SBC team, the consultant’s scope of work will include the following key assignments:
Development of SBC Framework for MOH:

Provide technical assistance to HCAD in drafting a comprehensive SBC framework, in close collaboration with UNICEF’s SBC team. An SBC results framework that defines the expected results, outputs with clear Theory of Change (ToC) and gender responsive monitoring and evaluation.

Ensure the framework aligns with national health priorities, builds existing evidence, and promotes the institutionalization of SBC within health programming.

Emphasize sustainability, inclusion, PSEA, and community ownership in the framework's design.

Develop related Standard Operating Procedures (SOPs) and guidelines, with a particular focus on establishing/operationalizing of community-led feedback mechanisms, and coordination among all relevant national stakeholders.
Capacity Building for UNICEF’s Local Implementing Partners:
The consultant will lead the design and delivery of an SBC/RCCE-focused capacity-building initiative targeting UNICEF’s local community-based Implementing Partners (IPs).

Design a 2-day training workshop tailored for UNICEF local IPs and focused on key SBC principles and UNICEF adopted SBC approaches.

Develop a full training package in Arabic, including the agenda, presentations, handouts, pre & post-tests etc.

Integrate interactive exercises into the training workshops: (a) to help UNICEF IPs identify and prioritize key behaviours for change—grounded in evidence and community input, (b) include a Community Engagement mapping exercise, (c) incorporate practical application of feedback mechanisms and AAP channels across programming.

Conduct/cascade two training workshops for the IPs. Each training workshop is for 2 days.

Prepare and share a summary report capturing pre- and post-training assessments, key highlights, and lessons learned from the training sessions.
Capacity Building for Ministry of Health HCAD:
The consultant will lead the design and delivery of an SBC/RCCE-focused capacity-building initiative targeting MOH’s HCAD at central and subnational levels.

Develop tailored SBC/RCCE capacity-building sessions for staff from MOH HCAD, including the newly assigned focal points within the directorate and at subnational levels.

Conduct/cascade two training workshops (one central and another for the directorates’ focal points). Each training workshop is for 2 days.

Prepare and share a summary report capturing pre- and post-training assessments, key highlights, and lessons learned from the training sessions.
Enhance Community Health Engagement in three governorates, with integration of WASH/IPC material:
The consultant will design, pilot, and deliver a Training of Trainers (TOT) program focused on Social and Behavior Change (SBC) and Risk Communication and Community Engagement (RCCE) for MOH HCAD’s community-based committees in three governorates, integrating WASH and Infection Prevention and Control (IPC) content. In coordination with MOH-HCAD and UNICEF, the consultant will also develop a cascading training action plan with the TOT participants and oversee the rollout of the subsequent training sessions across the three governorates.

Review existing SBC/RCCE training materials; identify gaps in WASH, IPC, and community health priorities.

Develop and validate a bilingual WASH/IPC module with practical, community-centered behavioral guidance, integrating gender, disability, AAP, PSEA and equity considerations.

Pilot and finalize updated training materials with Community Health Committees (CHCs) based on feedback.
-
Develop a Training of Trainers (TOT) agenda and toolkit covering SBC, WASH/IPC, immunization, AAP, social listening, and infodemic management.
-
Design evaluation and quality monitoring tools for TOT and cascaded training.
-
Conduct two TOT workshops (3–5 days each) for master trainers in targeted governorates. Each TOT will train approximately 20 to 25 master trainers.

Develop and implement a cascaded training action plan with MOH-HCAD and UNICEF; supervise at least 15% of cascaded training for CHCs in Jerash, Ajloun, and Zarqa. (7 in Ajloun, 4 in Jerash, 14 in Zarqa).

Compile and analyze data to identify community health priorities.

Develop a localized health action plan for each governorate and implement a governorate-level community awareness campaign on priority behaviors with pre-tested IEC materials and digital/social media components.

Train CHCs in the three target governorates on context-appropriate communication strategies tailored to their communities.
-
Establish a scalable feedback mechanism to gather community input and enable adaptive communication.

Produce a final report documenting activities, materials, evaluation findings, community engagement outcomes, lessons learned, and recommendations.
The training module developed should:

Address key behavioral drivers and barriers related to WASH/IPC (e.g., handwashing, safe water use, latrine usage, menstrual hygiene, safe waste disposal).

Include practical tools: a trainer’s/facilitator’s guide, participant materials, interactive exercises, practical examples and role-play scenarios and visual communication aids, participant handouts and exercises.

Be aligned with UNICEF SBC guidance, national WASH/IPC protocols, and WHO RCCE frameworks
-
Be produced in Arabic and English and delivered in editable formats.

Include: Pre- and post-training assessments
To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: An advanced University degree in the field of: Public Health, Education, Communication, or any other related field
- Work Experience: At least 5 years of relevant work experience in in a combination of the following: SBC, RCCE, participatory assessments, training and facilitation, community engagement and capacity development programs is required. At least 5 years’ experience in SBC and adult learning methodologies.
- Skills :Strong facilitation and stakeholder engagement skills
- Language Requirements: Fluency in Arabic and English (written and spoken) is required.
Desirables:
- Experience developing training curricula and toolkits is highly desired
- Experience working in the Health Sector, with the Ministry of Health is an asset
- Familiarity with gender/disability, AAP integration in public health
Applications submitted without a financial proposal will not be considered. The financial offer should be a lump sum for the whole assignment including Travel if applicable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
