Scope of work

Under the supervision of the Country Coordinator and the technical coordination of the Child Protection Manager, ADAP Manager, and BMI Migration Sr. Policy and Advocacy Coordinator, the Consultant will:

Strengthen Knowledge Management through a Strategic Documentation Blueprint

The Consultant will lead the development of a comprehensive and documentation framework to capture UNICEF’s programming in Italy from 2016 to 2026. This strategic blueprint will define the methodology, tools, and timeline for systematically documenting key models, approaches, and lessons learned, with a strong emphasis on sustainability, innovation, and both institutional and non-institutional engagement. The framework will serve as a cornerstone for knowledge management and institutional learning, ensuring that critical insights are retained and accessible to inform future programming, policy dialogue, and advocacy. It will also support evidence generation in the context of UNICEF’s anticipated phase-out of direct engagement in Italy and facilitate the potential replication of successful practices in other middle-income country contexts.

Capture Knowledge to be systematized in documentation to be developed in 2026, through promotion of transferability to MICs and support of knowledge Management and Institutional Learning

Identify and synthesize key programmatic models, methodologies, and institutional and non-institutional partnerships developed over a decade of UNICEF programming in Italy, particularly in the context of migration and asylum, child protection, and adolescent development. Particularly, the documentation must include a dedicated section in the blueprint to support the adaptation and replication of successful models in UNICEF Country Offices in middle-income countries (MICs) and a framework that contributes to evidence generation and knowledge management, with a particular focus on leveraging the partnerships dimension.

The outcomes of the work must also be in line with the principles and strategies outlined in the 2023 Programme Guidance for HICs, including evidence generation, knowledge management, advocacy, and technical assistance, while respecting the distinct roles of UNICEF and the National Committee

- Work location: Home-based in a country with a similar time zone to Italy

- Payment schedule: The consultant will be paid based on satisfactory and timely submission of deliverables.

- Duration: 80 working days from September 2025 to December 2025.

- Travel: A consultant might need to travel to Rome to meet the team and key partners. The Consultant will be responsible for organizing their travel. Travel expenses (tickets, accommodation, public transport, meals) will be reimbursed. The maximum amount allocated for travel will be EUR 1,000.

    • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
    • All travels shall be undertaken only upon the prior written approval by UNICEF.
    • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
    • Travel costs will be reimbursed after the completion of mission upon submission of the invoice together with the supporting documentation.
    • The consultant must be fit to travel, be in a possession of the valid UN BSafe certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.
    • Consultants are required to comply with locally applicable security measures, including obtaining security clearance from the UN Department of Safety and Security (UNDSS) prior to any official travel, including in instances, whereby travel is arranged by the consultant and no Travel Authorization is raised in system. If applicable, the consultant will also need to reserve accommodation in pre-approved hotels/guest houses only, as per local DSS security advisory.

To qualify as an advocate for every child you will have… 

  • Advanced university degree (Master’s or equivalent) in International Development, International Relations, Political Science, Social sciences, and other related fields.
  • At least 7 years of professional experience in a) Conducting systematic reviews and/or evaluations of interventions, AND/OR b) compilation of good practice, lessons learned, case study etc documentation.
  • Excellent spoken and written English skills, including exceptional drafting, formulation, and reporting abilities.
  • Proficiency in Italian

Applicants are requested to submit a sample of evaluation/case study/lessons learnt or other reports relevant for the given consultancy. Applications without a sample will not be considered.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
