BACKGROUND

UNICEF’s mandate is to promote the rights and well-being of every child, with a particular focus on reaching the most disadvantaged. Effective partnerships with governments, UN agencies, development partners, civil society, and the private sector are central to achieving this mandate. As UNICEF country offices navigate increasingly complex development environments—characterized by evolving donor priorities, shifting political landscapes, and the growing importance of joint UN action—the need for strengthened partnership intelligence, external relations, and resource mobilization has become even more critical.
In this context, UNICEF must maintain strong, credible, and strategic relationships with key stakeholders; ensure the quality and compliance of partnership agreements; and generate timely, evidence-based insights to guide senior management decisions. Enhanced analytical capacity, improved coordination across partners, and high-quality documentation are essential for ensuring that UNICEF is well-positioned to mobilize resources, influence policy, and advocate effectively for children.
To meet these demands, dedicated technical support is required to enhance resource mobilization linking to key donors including Government of Japan. Additionally, all office approach is required for resource mobilization and effective communications, therefore, capacity development sessions are required to equip staff members of UNICEF Namibia Country Office through short practical workshop conducted by individual consultant.

DUTIES AND RESPONSIBILITIES

Scope of Work

The individual consultant will provide support to programme team on a series of video production and Human-Interest Story for the funding supported by the Government of Japan to capture programme results. Short capacity building sessions needs to be organized by consultant to enhance overall capacity of programme team for effective communication for resource mobilization.
Under the supervision of: Deputy Representative, UNICEF Namibia Country Office, the consultant will undertake the following responsibilities:

Key Responsibilities/Task

1. Provide a production outline for a series of about 2 videos in Kunene region and Windhoek ( capital for key informant interview)
2. Develop a High-quality video with motion graphics, imagery, symbols, music, etc. The videos should set an engaging tone and capture the key message from Ambassador of Japan, UNICEF Country Representative, other UNICEF relevant staff members, government partners, beneficiaries on the project funded by the Government of Japan. Video requires the version with Japanese subtitles for the audience in Japan to be used various occasions such as TICAD. Ensure correct UN video formats are used, and all videos are credited.
3. Develop outline for one day capacity building sessions for UNICEF Namibia Country Office staff members. This can be done by half-day x 2 times. Session needs to be practical to improve photo taking, short vide capturing using mobile phones for resource mobilization related advocacy. Produce profile photos for UNICEF staff members.

REQUIRED SKILLS AND EXPERIENCE

Education
• High school education with 10 years’ experience, or an undergraduate degree in media, communications, visual arts, international development or similar area with five years’ experience.
Experience
• Relevant professional experience with UN agencies, Government, NGO, International Organizations etc in videography and communications.
• Relevant professional experience in videography, editing videos and overall video production.
• Relevant professional experience in developing storyboards, drafting storylines and developing communications products for social media use.
• Relevant professional experience working on communications related to donor engagement in development work highly advantageous.
• Working experience in UN with programme knowledge

Language requirements
• Fluency of Japanese language is required;
• Fluency of English language is required;

Competencies
• Ability to film broadcast quality video and audio: HD 1920x1080 or better;
• Experience producing video content at similar events (e.g. conferences, multi-day workshops etc);
• Have Final Cut Pro editing skills (or other professional editing software i.e., Avid, Premiere, etc.);
• Have knowledge of different video formats and video file conversions;
• Have knowledge of converting of video files from multiple formats;
• Have online video publishing and file transfer skills;
• Have working knowledge of publishing on social media sites.
• Openness to change and ability to receive/integrate feedback;
• Ability to work under pressure and tight deadlines;
• Proficiency in the use of office IT applications and internet in conducting research;
• Outstanding communication, project management and organizational skills;
• Excellent presentation and facilitation skills.

Evaluation Method and Criteria
Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 80 points)
• Criteria 1: Relevance of Education: University degree or relevant qualifications in videography, communications or any other related filed. Max 20 points
• Criteria 2: Relevant UN /international development work specific experience. Max 10 Points
• Criteria 3: Technical expertise in videography, editing videos and overall video production with submission of samples (link) Max 50 Points.

Financial Criteria for Evaluation (Maximum 20 points)
• Criteria 1: Completion of financial proposal
• Criteria 2: Values for money (selection committee might revert back to candidate to negotiate price).

Documentation required
Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:
• Personal CV (Brief; free format), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate
• Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
• Financial proposal (free template) : clearly indicating the daily technical fee

Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted and only candidates for whom there is further interest will be contacted.

Price Proposal
Consultant must send a financial proposal based on: daily technical fees and other relevant cost including international travel, accommodation in Windhoek, equipment, among others.

The total amount quoted shall be all-inclusive (except accommodation and transport in Kunene field visit which UNICEF staff will accompany for approximately 4 days ; 1 travel / 2 days in the field; 1 day travel back) ) and include all costs components required to perform the deliverables identified in the TOR, including professional fee, international travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
