                                                         TERMS OF REFERENCE

To conduct an independent Final evaluation of “The implementation of the National Child Protection Programme for 2022–2026”, UNICEF is seeking a team of an International Consultant – Evaluation Team Leader and a National consultant (under a separate ToR). The Team Leader will oversee the entire evaluation process, ensuring alignment with objectives and timelines, and maintaining quality and compliance with evaluation standards.

Minimum requirements:

Education:

  • Master's degree in social sciences, statistics, international development, international relations, public policy, or another relevant field is required.

 

Work Experience:

  • At least ten years’ experience in conducting rigorous independent evaluations that meet professional evaluation standards, including experience of evaluating child-related programmes

 

Knowledge/Expertise/Skills:

  • Previous relevant experience working with UNICEF and strong familiarity with child rights programming, institutional development, policy dialogue, organizational development, monitoring, evaluation and learning.
  • Strong analytical skills and ability to produce content for high standard of evaluation outcomes and deliverables

Language Requirements:

  • Fluency in English

Desirables:

  • Sensitivity towards ethics with regards to human and child rights issues, different cultures, local customs, religious beliefs and practices, personal interaction and gender roles, disability, age and ethnicity
  • Knowledge of Romanian is desirable

    • Evaluation matrix / data collection methods and tools)
    • Ethical considerations and how the consultant will address them

Remarks:  

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.
