How can you make a difference?
Under the guidance and general supervision of the Chief of Education, with support from the Education Managers, theyou will lead the development, implementation, monitoring, evaluation, and reporting of learning recovery strategies and programmes within the country programme. You will provide technical leadership and programmatic support throughout the programming cycle to ensure that learning recovery interventions are evidence-based, context-responsive, and effectively integrated into national education systems and UNICEF-supported programmes. This includes strengthening foundational learning, supporting assessment systems, accelerating learning, improving teaching and remediation practices, and promoting systems’ resilience to prevent and mitigate future learning disruptions.
You will work closely with education counterparts, implementing partners, and internal and external stakeholders to advance guidance, strategies, and investments that improve learning outcomes and ensure equitable, inclusive, and resilient education systems. Emphasis is placed on reaching children who are out of learning, have experienced interrupted schooling or are at greatest risk of being left behind.
You will contribute to the achievement of programme results through effective planning, implementation, resource management, and results-based management (RBM), in alignment with UNICEF's Strategic Plan, organizational standards, and accountability framework.

Minimum requirements:
- Education: An advanced university degree in one of the following fields is required: Education, Economics, Psychology, Sociology, or another relevant technical field.
- Work Experience: A minimum of five years of professional experience in Programme Planning, Management, and/or research in Education is required.
- Experience in Social Development Programme Planning, Management, and/or Data Management is required.
- Skills: Ability to support and enhance quality learning recovery and continuity for children affected by emergencies, including natural disasters and complex crises, through the design, expansion and implementation of digital learning platforms and innovative educational approaches.
- Proven ability to develop clear, evidence-based guidance papers, strategic briefs, and program materials to support learning recovery initiatives. Skilled in rigorous data analysis and crafting targeted documents that effectively advance advocacy efforts, inform decision-making, and guide program management, ensuring strong alignment with UNICEF’s objectives for building back better and post-earthquake learning recovery.
- Language Requirements: Fluency in English is required.
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is considered as an asset.
- Proven professional experience in development and management of Education is considered as an asset.
- Proven experience in large-size Programme Operations (partnership management with INGOs/CSOs etc., financial and programme implementation management and monitoring) is considered as an asset.
- Proven professional experience in large-scale quantitative research, statistical analysis, and the development of technical survey or assessment instruments in education settings is desirable.
- Demonstrated experience in practical online and digital learning assessment, with the ability to integrate lessons learned and best practices from international contexts while strengthening existing local educational practices to ensure inclusive, equitable, and effective learning outcomes is considered as an asset.
- Familiarities in digital learning platforms, contents, assessments as well as skills enhancement of young people through digital learning is considered as an asset.
- Proven skills in communicating complex and/or technical findings from large-scale data analysis in a clear and approachable manner tailored to different audiences is desirable.
- Experience and knowledge in developing and/or improving digital learning platforms, contents and assessments is an asset.
- Developing country work experience and/or familiarity with emergencies is considered as an asset.
- Experience working in a complex emergency with conflict context is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
