Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges. 

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities and families, and of course, the children and adolescents themselves. 

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio, and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

Scope of Work:

  • Develop a quarterly Social-Digital Media Tactical Plan for routine immunization in close coordination with FDI ACSM committee and Digital SBC Officer at UNICEF
  • Submit report on implementation of the tactical plan with key data and insights
  • 6-9 Message cards, GIFs and interactive quiz/puzzles/word games developed and approved by FDI for weekly posts, every quarter and Share link of repository with content developed for social/digital media.
  • At least 2 sessions with relevant EPI staff on management and analysis of social media platforms/website.
  • Refine/develop Chatbot content for public on EPI pages for the immunization campaigns.
  • Short checklists/surveys on child immunization, TCV campaign and COVAX introduction for healthcare providers developed on WhatsApp Chatbot, powered by RapidPro software (after receiving initial training)
  • Monthly social listening analysis report - consolidated and bi-annual/annual report on key issues/interventions around immunization campaign/child health/routine immunization/HPV and any other topic in consultation with Digital SBC Officer UNICEF, using a mixture of manual tracking and software to monitor digital/social media platforms across Pakistan.
  • Coordination with Digital SBC Officer for trainings and monthly social listening analysis.
  • Coordination with FDI for approval of content/material in coordination with Digital SBC Officer

Tasks/ Milestones:

1- Provide technical support to the Health EPI SBC team in the design, implementation, and monitoring of an evidence-based social media tactical plan to increase demand for immunization services during routine and immunization campaign through targeted public engagement from official Federal EPI/Provincial EPI digital platforms.

2-   Provide technical support to the Health EPI SBC team and FDI in development of new content/visual messages for FDI/EPI official social media platforms to improve its visibility and increase two-way communication with the public, especially on childhood immunization based on the Tactical plan and during immunization campaigns.

3- Capacity development of P.EPI district teams and communication staff on producing effective content for official social media platforms and website, including monthly analysis of data, in line with training manual developed by UNICEF Health EPI SBC team.

4- Technical support to the Health EPI SBC team in engagement with frontline workers and community and partnerships with Facebook and mobile operators.

5- Technical support to the Health EPI SBC team in social listening through digital tools/platforms like RapidPro software, Keyhole/Talk Walker/other tools sourced by UNICEF.

Deliverables against each task/ milestone:

To qualify as an advocate for every child you will have… 

  • A first University Degree (Bachelor’s) in digital media, social and behavioral science, including sociology, anthropology, communication studies
  • A minimum of two years of professional experience is required in digital media management, social media marketing, and social listening or relevant areas.
  • development communication, management sciences, development studies, psychology and/or related social sciences is required.
  • Relevant experience in UN system agency or organization is considered as an asset.
  • Knowledge/Expertise/Skills as stated above
  • Fluency in English is required. Knowledge of a local language is an asset.

Remarks:  

  • Estimated Duration: 08 months
  • Applicants must submit a financial quotation indicating a monthly fee as part of the application against each deliverable.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
