UNICEF in the State of Palestine works to uphold the rights of children to access essential services and protection, from early childhood through adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. Following the escalation of hostilities in the Gaza Strip, UNICEF is responding at scale with WASH, Nutrition, Health, Child Protection and Multi-Purpose Cash, while preparing for return to learning for children across the State of Palestine to respond to the most precent and critical needs of children, while supporting the restoration of essential services.

How can you make a difference?

Under the supervision of the Chief Planning, Reporting, Information, Monitoring, Evaluation and Data (PRIMED), the Planning and Monitoring Specialist is responsible for coordinating the formulation, planning, and design, of the country programme both for development and for emergency, in collaboration with the sectoral programme chiefs and the external relations/communication officer. The Planning and Monitoring Specialist is accountable for the accomplishment of key results in, rights and results-based management, knowledge management and preparation of programme management reports.

Key Functions, accountabilities, and related duties/ tasks:

Planning:

  • Provide technical support to the development of the Area Programme Document (APD) for children and women covers the State of Palestine, Jordan, Lebanon, and the Syrian Arab Republic (current APD 2023-2025), Rolling Workplans and UNICEF humanitarian response planning.
  • Provide technical support to interagency planning processes including Flash Appeals, Humanitarian Response Plans (HRPs), the United Nations Common Country Analysis for the Occupied Palestinian Territory the (current CCA), and the United Nations Sustainable Development Cooperation Framework for the State of Palestine (current Framework 2023-2025).
  • Support program components (sections/programs) to effectively plan, monitor and report on results and field office results to support humanitarian and development programming.
  • Provide technical support to managing programme indicators including high frequency humanitarian indicators, programme output and outcome indicators
  • Coordinate the development, quality assurance and entry of work plans for programme sections into the electronic Work Plan (eWP) platform in line with the Office accountability framework for central and field office levels.

Situation analysis:

  • Contributes towards the preparation of the Situation Analysis and Humanitarian Needs Overviews (HNOs) by compiling data, analyzing and evaluating information to inform various country programme management processes.

Monitoring:                                       

  • Ensure timely and effective programme monitoring by all programme sections, including HACT programmatic monitoring visits and site visits, using the eTools FMM.
  • Support effective programme adaptation in collaboration with programme teams.
  • Lead in organizing documentation and presentations for programme coordination meetings and Country Management Team meetings.
  • Facilitate the preparation of Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.
  • Support timely reporting of progress and results including in UNICEF SitReps, the Results Assessment Module (RAM), Country Standard Indicators (CSIs) and the Country Reporting and Validation Exercise (CRAVE).
  • Support collection, analysis and use of programme monitoring and community feedback data to support continuous programme improvement.

Capacity development:

  • Collaborate to implement planning related capacity building strategies for programme staff and implementing partners as needed.
  • Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF personnel have the basic knowledge and skills in understanding and applying UNICEF policies, procedures, tools, methods to fulfil their responsibilities. Similarly, design and implement strategies suited to the skills needs of national partners.

Management Support:

  • Support programme coordination meetings, emergency team meetings, Country Management Team meetings, and learning exercises with relevant analysis for programme adaptation and course correction as required.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Development, Statistics, Social Sciences or a related technical field.

Experience:

  • A minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme planning and monitoring.
  • Experience working with the UN including supporting development of UNSDCF or equivalent frameworks is an asset.
  • Experience in a large scale and complex humanitarian response is an asset.

Language requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
