Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges. 

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities and families, and of course, the children and adolescents themselves. 

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio, and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

Scope of Work:

The purpose of this position is to oversee, working with respective vendors and the Planning, Monitoring and Data staff members as well as ICT section, the implementation of the integrated data system development.  The incumbent will be responsible for working with the UNICEF internal technical and business teams to finalize the project scope; to gather business requirements; to manage vendor relationship; and oversee the over-all implementation of the project.

The ideal candidate will lead and engage the vendor and UNICEF technical and business teams to ensure a successful implementation of the project, meeting the established requirements. s/he will create a collaborative environment guiding stakeholders to translate business requirements into feasible functional requirements. Will ensure that assigned projects meet agreed upon cost, timelines and deliverables as set in the project.

 Summary of tasks:

  • Creating and maintaining the project management artifacts (e.g., project plans, progress reports).
  • Manage the day-to-day interactions with the vendor(s) and the partner
  • Collect the business requirements and write the Business Requirement Document
  • Liaise with the internal and external stakeholders
  • Organize and chair project meetings
  • Oversee and coordinate quality assurance and review processes
  • Follow up on risk/issues/dependencies

How can you make a difference? 

The deliverables expected from the consultant include:

Preparation:

  • Content Document is produced.
  • A project design document that details the project definition, proposed design components (risks/challenges, assumptions), implementation approach, and deadlines is produced.

Design:

  • Recommendations and technical feedback from stakeholders are included on the inception report

Development:

  • Regular meetings with HQ and ROSA are planned and conducted on time
  • IDS prototype and MVP and its field testing for any course corrections are designed
  • IDS full version is developed

Deployment:

  • Training materials and modules for stakeholders on how to use the IDS are produced.
  • Training sessions for stakeholders on how to use the system and collect data on regular basis are planned and conducted.
  • Regular follow-up visits to monitor the use of the IDS are planned and conducted.
  • Monthly and weekly reports on the software system's performance are planned and conducted

Maintenance:

  • Data and analytics users’ feedback mechanisms are put in place.
  • Upgrades and improvements identified to the software system are produced and executed

Deliverables to be achieved in the specific timelines.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or equivalent) in information systems management or Information Technology, Project Management, Data Science, Computer Science, Business Administration, or a related field is required.
  • Minimum 5 years of project management experience in IT project management (medium-scale) with a proven track record of interfacing with multiple levels of the organization and successful project completion.
  • Excellent understanding of the Project Lifecycle and fluent project manager methodologies of PMI Agile and PRINCE2
  • Significant experience collaborating across multiple functions and working with operational SMEs, technical resources/ infrastructure, and architecture teams
  • Strong background in survey research, including demography, economics, or statistics) is an asset.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, enthusiasm, and dedication to deliver results within strict timeframes.
  • Familiarity with data analytics tools, including GIS, is an asset.
  • Fluency in English is required. Knowledge of a local language is an asset.

Remarks:  

  • Estimated Duration: 248 Days
  • Applicants must submit a financial quotation indicating a monthly fee as part of the application against each deliverable.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
