The overall purpose of UNICEF China’s Social Policy programming is to ensure that fewer children in China are subject to multidimensional poverty, through being better able to access affordable social protection mechanisms and quality social services. This will allow children’s rights to be protected – particularly the most vulnerable and those lagging behind - to better achieve their educational potential, be guaranteed of improved health outcomes, and assume their role as productive members of their society, community and family in the rapidly transforming environment in China.

How can you make a difference? 

 
This mapping will lay the foundation to identify any potential coverage gaps and promote a technical dialogue with relevant authorities in China to guide future UN support to strengthen Chinese social protection system and contribute to the increase in effective coverage and benefits adequacy of the overall system in China, contributing to a harmonious system and shared prosperity.
 
The expected deliverables including -
 
  • A mapping report in English and Chinese to be developed, composing three parts -
        1) an overview of social protection schemes in China in a life-cycle and rights-based approach;
        2) social protection policies in implementation, including the scope, type, coverage, level of benefits, etc. as described above;
        3) identified gaps.
 
  • Two validation workshops to be organized, consulting with UNICEF and ILO on social insurance and social assistance respectively to present mapping findings by inviting relevant line ministries and experts

 

  • A final report in English and Chinese to be finalized incorporating inputs received at the validation workshop

To qualify as an advocate for every child you will have…

  • A master's degree in the public policy, development studies, public management and other relevant majors
  • At least 7 years’ work experience in social protection
  • Good knowledge of social protection system in China
  • Strong analytical, communication and writing skills in English and Chinese
  • Experience in facilitating workshop is desirable
  • Working experience with government and UN agencies on social protection is a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
