The Pluriannual Plan (PPA) is the primary instrument for planning public policies, directly influencing budgets, and monitoring their outcomes over the medium term. Its development is essential for national and subnational public management, as it sets guidelines, objectives, and goals for public administration over four years. The PPA serves as a strategic guide for public policies and budget, not only directing them but also allowing for course corrections and enabling the monitoring of their achievement.

Defining priorities and cross-cutting objectives within PPAs has become common practice, especially focusing on priority groups and themes, such as children and adolescents. The last two federal PPAs, including the current one, have established agendas for children and adolescents, reflecting their prioritization and the necessity for a cross-cutting focus in policies directed toward them, which Government Centers should closely monitor.

Prioritizing children and adolescents require coordinated policies and systematic monitoring. A crucial first step for ensuring that municipal PPAs contribute to protecting children’s and adolescents' rights is to identify and mark the attributes (characteristics defining the structure and functionality of the PPA) related to this group during the PPA drafting process. This includes identifying relevant programs, specific objectives, deliverables, or institutional and normative measures.

Beyond identification and marking, it is also necessary to consolidate these attributes into a cross-cutting agenda. A cross-cutting agenda is a set of policies, programs, and actions that span various areas of government and are implemented in an integrated and coordinated manner. This type of agenda is essential for addressing complex issues that cannot be resolved by a single sector or department, requiring a multidisciplinary and intersectoral approach.

As part of the cooperation between the Brazilian Government (Ministry of Planning and Budget – MPO) and UNICEF, the consultancy's goal is to contribute to UNICEF’s role in supporting the monitoring process of the federal cross-cutting agenda and work toward advancing the Children and Adolescents agenda within the current Federal PPA.

SCOPE OF WORK:

The assignment entails providing technical support to UNICEF’s role in supporting the monitoring the Cross-Cutting Agenda for Children and Adolescents (ATCA, in its Portuguese acronym) within the Federal Multi-Year Plan (PPA) for 2024-2027. The primary responsibilities include strengthening the monitoring process by evaluating key issues that the National PPA's cross-cutting agenda for children must address. This involves comparing these issues with the current and potential indicators available within the Federal PPA framework. It also includes considering the availability of official indicators from sources like IBGE and IPEA, identifying any gaps in the indicators necessary for effective monitoring, and proposing new indicators to fill these gaps.

The consultancy will closely coordinate with UNICEF liaising with the Ministry of Planning and Budget (MPO) and it will require online meetings.

DELIVERABLES

1. Workplan

1.1. Deliverables/Outputs: detailed work plan of the consultancy, with a detailed timetable, list of necessary steps, data, documents, estimated number of meetings with MPO, and feasibility analysis.

1.2. Deadline: 10 days from contract beginning.

1.3. Estimate Budget: 5%

2. First technical report on the National PPA Cross-cutting children’s agenda indicators

2.1. Deliverables/Outputs: Technical report outlining the main problems/issues to be addressed by the National PPA Cross-cutting children’s agenda in 1) income and food security; 2) education and information, considering race, gender, territory, and other dimensions. The report will assess problems/issues vis-à-vis existing and potential indicators to monitor them within the Federal PPA framework, identify gaps in indicators, evaluate their adequacy for measuring the challenges, and propose new indicators to fill these gaps, in line with international standards.

2.2. Deadline: 40 days from contract beginning.

2.3. Estimate Budget: 20%

3. Second technical report on the National PPA Cross-cutting children’s agenda indicators

3.1. Deliverables/Outputs: Technical report outlining the main problems/issues to be addressed by the National PPA Cross-cutting children’s agenda in 3) child labour, violence, and rights; 4) housing, water and sanitation, considering race, gender, territory, and other dimensions. The report will assess problems/issues vis-à-vis existing and potential indicators to monitor them within the Federal PPA framework, identify gaps in indicators, evaluate their adequacy for measuring the challenges, and propose new indicators to fill these gaps, in line with international standards.

3.2. Deadline: 70 days from contract beginning.

3.3. Estimate Budget: 20%

4. Third technical report on the National PPA Cross-cutting children’s agenda indicators

4.1. Deliverables/Outputs: Technical report outlining the main problems/issues to be addressed by the National PPA Cross-cutting children’s agenda in 5) health; 6) Culture, sports and leisure; 7) Institutional Capacity and new dimensions to be proposed, considering race, gender, territory, and other dimensions. The report will assess problems/issues vis-à-vis existing and potential indicators to monitor them within the Federal PPA framework, identify gaps in indicators, evaluate their adequacy for measuring the challenges, and propose new indicators to fill these gaps, in line with international standards.

4.2. Deadline: 100 days from contract beginning.

4.3. Estimate Budget: 20%

5. Forth technical report on the National PPA Cross-cutting children’s agenda indicators

5.1. Deliverables/Outputs: Technical report analyzing attributes included in the Cross-cutting children’s agenda, considering the previous reports in terms of its sufficiency to address the problems/issues, and proposing changes to the Cross-cutting children’s agenda.

5.2. Deadline: 120 days from contract beginning.

5.3. Estimate Budget: 35%

DURATION OF CONTRACT:  Four months.

TRAVEL PLAN: not applicable.

MINIMUM QUALIFICATIONS REQUIREMENT

  • Advanced degree in economics, social sciences, political sciences, public management or other related fields.
  • At least five years of proven experience in public management, public planning, public budget, social indicators, applied research in Brazil. Extra years of experience are considered an asset.

 

LANGUAGE PROFICIENCY: Fluency in Portuguese

FINANCIAL PROPOSAL:  A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
