How can you make a difference? 

Regional Working Group on Support Spaces (R4V) with the support of the UNICEF Regional Office for Latin America and the Caribbean seeks to review the different modalities of Support Spaces implemented in the region, reflecting on types of services provided, route stage, coordination and management of space and sustainability and target public.

The consultancy will do a desk review of existing guidelines on reception centers in the region, the Support Spaces toolkit (https://www.r4v.info/es/document/herramientas-de-trabajo-espacios-de-apoyo-espactualizacion-2022), as well as Blue Dots guidelines. It will consult with regional stakeholders, interview key actors in the implementation of these spaces, and observe the centres in action. This assignment will require travel to 4 countries.

This review aims to obtain a regional analysis of the different modalities of multi-service spaces/support spaces with relation to:

  • What are the modalities and structures foreseen in the area for the provision of services? (Coordination, management, operational principles, actors)
  • What are the services of the spaces and how were they determined? (Kind of Services, capacities, and stage on the route)
  • What are the different options for the sustainability of these spaces? (Sustainability)

Key Activities/Tasks:

1. Development of a methodology and timeline to produce the regional analysis. The proposed methodology must consider travel to 4 countries (tentatively and subject to possible changes: Chile, Ecuador, Guatemala, Honduras for 5-day trips in each).
2. Elaboration of a regional analysis report.
3. Production of a final report and presentation of findings (in English or Spanish)

This consultancy will require travel to the region (countries to be determined).

The consultancy will rely on the following methods:

  • Literature reviews – This would include review of guidelines, programme documentation, available data (quantitative and qualitative), assessments, mission reports etc.
  • Interviews – virtual and in-person individual and/or group interviews with Support Spaces staff, partners, authorities, UN staff and others.
  • Observational methods – participant-observation, note-taking through site visits at country level during travel to the countries.

A reference group will be established to review the products of the consultancy, which will include the Regional Working Group on Support Spaces.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (master’s or higher) in social sciences, international development cooperation or related human mobility, protection.
  • A minimum of 5 years of relevant professional experience in human mobility and services.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency (writing, reading, verbal) in either Spanish or English and proficiency in the other language.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
