Purpose of the post
Under the direct supervision of the Supply & Logistics Manager, coordinate the logistics and warehouse operations of UNICEF in South-Sudan to support the implementation of the Health Sector Transformation Project (HSTP). Responsible for logistics operations including planning, coordination of incoming shipments, warehousing, and onwards transport and distribution. Advises on all matters within logistics and warehousing. Collaborates closely with supply team in Juba and other offices, and programme colleagues in defining logistics interventions to meet programmatic needs.
Key Accountabilities includes;
Supply chain service delivery and emergency response.
- In consultation with supervisor, provide input to Health Sector Transformation Project Action Planning and advice on Supply requirements for the Plan of Operations. Ensure appropriate planning, implementation, monitoring, and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.
- Ensure timely customs clearance of supplies entering the country. Ensure appropriate warehousing, inventory management and in-country transport in support of the country programme implementation.
Logistics and transport
- Coordinate comprehensive logistics operations to and from the Juba logistics hub, ensuring seamless transitions and operational efficiency, including overseeing the logistics lifecycle, from inbound to outbound logistics, to optimize our response and support capabilities.
- Design and implement innovative logistics strategies encompassing warehousing, transport, and distribution to reinforce UNICEF's programmatic response.
- Ensure the establishment of robust processes and systems, guaranteeing the efficiency of logistics operations. This includes overseeing transport requests, the receipt and dispatch of goods, and streamlining operations to meet stringent timelines and quality standards.
- Develop and maintain a comprehensive reporting mechanism to share critical information through supply and logistics dashboards, fostering transparency, enabling informed decision-making, and facilitating the continuous monitoring and improvement of logistics operations.
Warehouse and Inventory management
- Evaluate and ensure adequate storage facilities and handling capabilities are available to meet operational demands.
- Regularly assess warehouse capacity and adapt storage solutions to accommodate inventory levels and operational changes.
- Oversee the physical and informational management of inventory to maintain accurate stock levels and records.
- Implement and maintain inventory management systems to track stock movements, forecast needs, and ensure data integrity.
- Provide advises to the warehouse team, promoting a culture of high performance, continuous improvement, and operational excellence.
- Provide training, guidance, and support to team members to enhance their skills and effectiveness in warehouse operations.
- Continuously monitor the supply pipeline to anticipate inventory needs and plan warehouse space accordingly.
- Coordinate with procurement and logistics teams to align incoming shipments with available storage capacity, ensuring efficient space utilization.
- Ensure the timely and accurate preparation of orders for dispatch, aligning with customer requirements and delivery schedules.
- Implement quality control measures to verify order accuracy and completeness, minimizing errors and optimizing customer satisfaction.
Collaboration with programme and implementing partners.
- In collaboration with supervisor, develop close collaboration with programme sections through involvement in programme design, planning, and preparation for implementation of supply components. Establish accountability framework with programmes, for delivery of results for children.
- Provide supply input to donor dialogue, and support development of supply components of proposals to donors.
- Develop and maintain partnership and collaborative relations with Government, UN organizations and bilateral counterparts in supply and logistics activities including harmonized and collaborative procurement.
Technical and advisory support to government/national systems
- Promote/drive supply chain strengthening and change management initiatives with governments and partners, to ensure efficient and effective supply chains for children.
- Provide input to capacity development initiatives in supply chains for children, in close collaboration with programme colleagues. Support supply components of health systems strengthening as might be relevant in the country context.

Minimum requirements:
Education:
An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health, or related social science field.
Work Experience:
At least a minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.
- Understanding of development and humanitarian work.
- Emergency experience an advantage.
- Health supply chain management experience an advantage.
- Warehouse and Inventory management expertise an advantage.
Language Requirements: Fluency in English is required.
Desirables:
- Developing country work experience and/or familiarity with emergency.
Skills
- Ability to manage and monitor the effective use of financial and material resources.
- Strong knowledge of latest developments and technology in supply chain management.
- Strong understanding of supply chain processes, from programme needs assessment, through planning, procurement and contracting, logistics and delivery, monitoring and evaluation.
- Strong overall knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations
