UNICEF Supply Division (SD) has identified strengthening national vaccine procurement practices as a key component of its approach to supporting Gavi transitioning and other middle-income countries (MICs) in ensuring sustainable access to and timely supply of affordable vaccines. To this end, UNICEF Supply Division has been supporting countries by facilitating such learning via multiple projects, including hosting the annual Vaccine Procurement Forum (VPF) since 2015, and establishing a community of practice in 2016, to further the aims of the VPPEF by initiating the Vaccine Procurement Practitioners Network (VPPN). VPPN, as a virtual community of practice primarily targeting national stakeholders in the vaccine procurement process, aims towards providing a platform for the continuous exchange of theoretical and practical knowledge, joint learning and collaborative problem-solving. Membership in the VPPN has grown over time as a result of a strategy to gradually include interested vaccine procurement practitioners from additional countries, as well as other relevant stakeholders and experts.

Closely connected to these activities is the e-learning course on strategic vaccine procurement, which provides procurement professionals the background and necessary building blocks to develop a strategic vaccine approach. All three activities are part of the overall work VC is working on to support countries to strengthen their vaccine procurement processes, ensuring access to affordable, quality assured vaccines for children. To support this effort, the consultant will support increasing visibility of the key materials for procurement strengthening activities including the VPF, VPPN, and the E-course on strategic vaccine procurement. The consultant will also support increasing visibility of other VC’s key materials such as VC standard slide deck, which is not limited to its procurement strengthening work but covering overall VC’s key activities and updates.

How can you make a difference? 

The consultant will play a role in rebranding the communication aspects of the key materials and resources for procurement strengthening activities including the VPF, VPPN, and the E-course on strategic vaccine procurement. In addition, the consultant will develop infographics relevant to VC’s key activities and revamp & visualize VC slide deck for internal & external presentations.

A key outcome will be to (a) visualize and edit the 2024 post-VPF reports as well as developing improved templates to be leveraged for the future VPF reports, (b) refine and develop templates of the pre-VPPN webinar Q&A document which is a brief documentation of interviews conducted with key government partners, (c) refine and develop templates of the post-VPPN webinar lessons learned document which is a brief summary of the webinars conducted, (d) develop 1-pager documents covering key vaccine procurement topics which will support introduce and promote specific procurement strengthening topics that are interlinked effectively, and (e) develop several infographics that gives overall overview of the VC’s key activities including procurement strengthening work that can enhance the visibility and accessibility to the work.

The consultant will be responsible for ensuring the following deliverables are achieved:

1. Develop and create an overall design integrates the VC procurement strengthening work throughout all deliverables - Timeline 30 November 2024. 
2. Edit and design two post-Vaccine Procurement Forum (VPF) reports respectively for EAP regional VPF and WCA regional VPF, based on the content provided (The report may include infographics, photos, etc. in word version and in-design version) - Timeline 15 December 2024. 
3. Develop a template for the post-VPF report that can be leveraged for future VPF reporting - Timeline 15 December 2024. 
4. Develop a template for a pre-VPPN webinar Q&A document that can be leveraged for next VPPN webinars - Timeline 31 January 2025.
5. Develop a template for a post-VPPN webinar lesson learned document that can be leveraged for next VPPN webinars - Timeline 31 January 2025.
6. Develop 1-pager documents covering specific vaccine procurement topics - Timeline 28 February 2025.
7. Develop infographics covering VC’s procurement strengthening activities - Timeline 28 March 2025.

*NOTES: Please note that subject to funds availability and satisfactory performance, there may be up to 20 additional days of work added to this TOR, in agreement with the selected consultant. The exact timeline will be confirmed with the consultant upon onboarding, with the agreement that all the deliverables should be completed by end Q1 2025.

To qualify as an advocate for every child you will have… 

• A university degree in a relevant field: graphic design, editing, reporting, communications, or similar areas of study. A combination of relevant academic qualifications and experience may be accepted in lieu of the university degree.
• A minimum of 10 years of progressive experience of writing and editing humanitarian supply assets (reports, cases studies, web stories, etc.)
• Use of creative writing and editing to elevate supply narratives, and create compelling copy is essential - Experience of reporting on emergencies is an advantage.
• Experience of multi-tasking and managing multiple deadlines on writing and editing for different emergencies, countries, and types of documents.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
