Child migration has seen a significant increase in recent years. There are now more children on the move, mostly accompanied by their families but also unaccompanied. Additionally, the upcoming federal administration in the United States has announced a large-scale deportation of families, including Mexican children and those from other countries. Considering this situation, it is imperative to have a specialist in child protection who can provide technical support and guidance to Mexican institutions responsible for receiving and attending to these deported families and children, as well as those crossing through Mexico to reach the United States or seeking refuge in Mexico.

It is essential that all processes involved in these realities and migration policies are carried out in an appropriate and respectful manner, ensuring the prevention of family separation and providing necessary consular assistance. Furthermore, protection from child protection agencies is required to ensure that the rights of children are respected at all times.

The National Institute of Migration (INM) could work to improve its administrative procedures and offer respectful and adequate services for children on the move. This includes the provision of alternative care for unaccompanied children by DIF and civil society organizations, and adequate care from the Mexican Commission for Refugee Assistance (COMAR) for foreign children seeking asylum.

Additionally, it is crucial to generate knowledge that contributes to the improvement of public policies and coordination between countries and institutions to protect migrant children. Hiring a specialist in this field will strengthen institutional capacities and ensure a comprehensive and coordinated response to the challenges posed by child migration.

How can you make a difference? 

Under the direct supervision of the Child Protection Officer (NO-2), the Child Protection Officer -Children on the Move, supports the section in developing, implementing and monitoring the activities of the office response to migration and children on the move. The incumbent will be accountable for the following responsibilities:

  1. Support to programme development and planning in regard to the work output on children on the move.
  2. Programme management, monitoring and delivery of results in regard to the work output on children on the move.
  3. Technical and operational support to programme implementation in regard to the work output on children on the move.
  4. Networking and partnership building.
  5. Innovation, knowledge management and capacity building.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education

  • A Bachelor's Degree, preferably, in one of the following fields: international development, human rights, sociology, law, psychology or another relevant social science field.

Work Experience: 

  • A minimum of one (1) year of professional experience in child protection programmes and/or projects.

  • Experience in the fields of child protection and children in the move. Please include as your cover letter a summary of your most relevant experience supporting strategies, programmes, or particular actions in the protection, migration and or asylum processes, describe the main challenges you see in these fields and propose potential solutions (maximum 1 page). 

Language Requirements:

  • Fluency in Spanish

  • Proficient level of English (advanced, not fluent, although the selected candidate will have to work on improving their English skills after joining, if not fluent at the time of hire)

Desirables:

  • Experience in promoting coordination between countries to protect children on the move.
  • Experience working in or with Goverment Insitutions.

  • Experience working with UN agencies.

  • Developing country work experience and/or familiarity with emergency.

  • Fluency in English.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
