Background:

Indonesia faces a triple burden of malnutrition, with undernutrition (stunting and wasting), overweight/obesity, and micronutrient deficiencies affecting millions of children, adolescents, and women. The 2023 Indonesia Health Survey reports that 21.5% of children under five are stunted, 8.5% are wasted, and 4.2% are overweight or obese. Additionally, 23.8% of children aged 0–4 is anaemic. These challenges threaten children’s well-being, as inadequate nutrition in early life can severely hinder lifelong growth and development. 

In response, the government has implemented numerous policies and programmes to combat malnutrition. Law No. 36/2009 on Health established a framework for public nutrition improvement, while joining the Scaling Up Nutrition (SUN) Movement in 2011 reinforced Indonesia's commitment. Law No. 18/2012 required central and regional governments to develop Food and Nutrition Action Plans (RANPG) every five years. In 2013, the GERMAS PPG National Movement on Accelerating Nutrition Improvement was launched under Presidential Regulation No. 42/2013. This was further strengthened in 2021 with the National Strategy to Accelerate Stunting Reduction (STRANAS Stunting), which aims to reduce stunting prevalence to 14% by 2024. 

The government’s multisectoral approach integrates nutrition-specific and nutrition-sensitive interventions, including the prevention, detection, and treatment of wasting; school nutrition programmes; prevention and treatment of anaemia; and efforts to address overweight and obesity. These initiatives, implemented by the Ministry of Health and other line ministries, have contributed to significant progress. Between 2013 and 2023, stunting among children under five dropped from 37.6% to 21.5%, wasting from 12.1% to 8.5%, and overweight/obesity from 11.9% to 4.2%. 

Scope of Work:

The National Consultant will work as part of a team of national experts, under the coordination of the International Team Lead, and in close coordination with UNICEF, supporting the review of interventions focused specifically on the prevention of all forms of malnutrition among children under five. In addition, the national consultant will serve as the national team leader, providing support to three other national consultants with specialized expertise in key areas: (1) School-Age and Adolescent Nutrition Consultant, responsible for assessing programs targeting school-age children and adolescents; (2) Care for Wasted Children and Nutrition in Emergency Consultant, tasked with reviewing the Integrated Management of Acute Malnutrition and Nutrition in Emergency programs; and (3) Nutrition Program Costing Consultant, who will deliver financial insights to ensure budgeting strategies are effectively aligned with governance reforms.

The National Consultant will be requested to deliver the following:

  • Contribute to the review, with a focus on the prevention of all forms of malnutrition among children under five—including undernutrition (stunting/wasting), overweight/obesity and micronutrient deficiencies.
  • In coordination with the International Consultant – Team Lead and the other National Experts hired to conduct the review, contribute to the development of a data collection and analysis methodology, to be presented to a task team during an inception meeting for validation before fieldwork begins.
  • Conduct an in-depth review of the nutrition programme, focusing on the relevance of priority interventions, programme management, coordination, financing, and performance against targets. The National Consultant will focus specifically on interventions targeting the prevention of malnutrition among children under five—including undernutrition (stunting/wasting), micronutrient deficiency, and overweight/obesity.
  • Lead the arrangement and facilitation of consultations with key stakeholders at national and subnational levels to ensure a participatory process, as agreed with the Ministry of Health.
  • Contribute to the preparation of a comprehensive final report presenting key findings to the task team and other entities identified by the Ministry of Health.

Additional Responsibilities (as National Team Leader)

  • Local Coordination: Serve as the primary in-country liaison, organizing stakeholder engagements and ensuring seamless communication between the International Consultant and national/subnational stakeholders, and within national consultants.
  • Complementary Role: Act as the on-ground lead, addressing operational issues and maintaining project momentum, aligning local actions with the International Consultant’s strategic direction.
  • Operational Support: Oversee logistics for field activities, including FGDs, KIIs, and workshops, ensuring timely data collection and updates to the International Consultant.
  • Contextual Expertise: Provide insights into Indonesia’s socio-political, cultural, and institutional contexts to enhance the review’s relevance and applicability.

Collaboration with the International Consultant

  • Provide support to the International Consultant (Team Lead) for overall coordination of the national experts’ team conducting the review which includes provide regular updates on field progress and collaborate on synthesizing findings.
  • Co-facilitate validation workshops and stakeholder presentations where local context is essential.

To qualify as an advocate for every child you will have… 

  • Masters’ degree in a relevant discipline (including but not limited to Nutrition, Global/Public Health, Epidemiology, Health Promotion, and Health Research)
  • At least seven years of professional experience in nutrition programmes in Indonesia.
  • Technical in the prevention of malnutrition among children under five, including undernutrition, micronutrient deficiency, and overweight/obesity.
  • Strong advocacy and coordination skills, including engagement with high-level officials for improved nutrition investment.
  • Proven ability to effectively manage and coordinate a team of experts
  • Experience in the collection and analysis of nutrition data.
  • Proven ability to develop technical reports on health, nutrition, or related topics.
  • Effective in collaborating with internal and external stakeholders.
  • Strong understanding of Indonesia’s nutrition and governance systems.
  • Ability to work independently under challenging conditions, and to work collaboratively with remote team and align with strategic goals.
  • Clear and concise communicator.
  • Excellent analytical and conceptual skills.
  • Fluency in English with excellent written communication skills
