UNICEF is one of the lead technical agencies supporting MoHW in the development and implementation of community health interventions with the aim of institutionalizing community health as an integral component of the PHC system towards achieving UHC. UNICEF support to the community health worker program in Belize started in 1982 when the program was established. The support to the government of Belize in strengthening the community health worker program has continued including the revision of community health worker training manual and geo reference mapping of community health workers. However, in order to further strengthen the community health system which is an integral component of the primary health care (PHC) system towards attaining Universal Health Coverage (UHC) there is need to develop a community health strategy.
 
The National Community Health Strategy (NCHS) to be developed is aimed to guide the implementation of community health interventions and activities in Belize/ Therefore, the main purpose of this consultancy assignment is to support and work the Ministry of Health’s and Wellness (HECOPAB Unit) to develop the first National Community Health Strategy 2025-20234 which will be aligned National Health Strategic Plan 2025-2034.
 
The assignment will be carried out in close collaboration with the Ministry of Health’s HECOPAB Unit responsible for and mandated to coordinate and lead the design, development, and implementation of community health in Belize in collaboration with all relevant Divisions within MoHW other line ministries and the community health stakeholders (UN an donor partners, NGOs, and CBOs).
The Consultant will be required to interact and engage with all key community health stakeholders for extensive consultations at all stages of design, formulation, and development of the strategy.
 
The NCH Strategy and the national and regional operation plans that will follow will be advocacy tools for budget allocation to the Community Health program for primary health care at various levels.
 
Under the overall guidance of UNICF Health and Nutrition Specialist, the Consultant will work closely with the Technical Adviser, Health Education and Community Participation Bureau (HECOPAB) of MOHW to complete this assignment.
 
The consultant will provide his/her own IT equipment, he/she is expected to travel withing Belize in the course of the assignment
Evaluation criteria: Technical proposal will be scored maximum of 75% and financial proposal will be scored maximum of 25%

How can you make a difference? 

Strategic, technical, and programmatic analyses, insights, advice, coordination, and management support to the Ministry of Health and Wellness (Health Education and Community Participation Bureau (HECOPAB unit) to develop the National Community Health Strategy (NCHS) 2025- 2026 in line with the National Health Strategic Plan 2025-2034.

Deliverables/Outputs

To qualify as an advocate for every child you will have… 

  • Master's degree in public health and nutrition, health policy, social sciences or related fields with an extensive progressive professional experience related optimization in health care, design of health strategy and strategic reforms with a track record of experience in designing Health strategies and packages.
  • At least 5 years of progressive professional experience related to optimization in health care, and design of health systems and strategies.
  • Experience with developing health program/ health strategies, SOPs, and protocols for countries.
  • Experience with health service delivery and community health program in Belize is an added advantage. Knowledge of Belize health system is an asset.
  • Demonstrated experience in developing operational plans and organizational capacity building.
  • Excellent interpersonal and communication skills and experience in working with a wide range of individuals in government, private sector and civil society.
  • Demonstrable experience producing government documents and should have excellent English writing and communication skills.
  • Strong writing skills in English with a clear, straight- forward writing style
  • Experience working with the UN, particularly UNICEF on similar assignments will be an asset.

Administrative details

Workplace: The consultancy is in Belize City

Duration: Estimated start date is 1st February 2025, until 30th July 2025.

Consultants must have their own equipment, tools and materials needed to perform their services. They will use their own laptops/computers, any application or system needed to complete the assignment. They need to provide the full service without using UNICEF resources. The access to UNICEF email and system is restricted to UNICEF staff therefore consultants should not be granted access unless it is imperative to complete the assignment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
