Chad continues to face a combination of rapid-onset and protracted humanitarian crises. This persistent humanitarian situation is related to the growing insecurity in many parts of the country and in neighbouring countries, natural disasters, growing food insecurity, high rates of malnutrition, economic crisis, and political instability in a context of climate challenges. UNICEF, in partnership with national and international development and humanitarian aid actors, supports the Chadian government in the development of programs and policies aiming at promoting and respecting the rights of children to survival, education and protection. To this end, UNICEF Chad has 4 field offices (Abéché, Bol, Mongo and Moundou) and 2 outpost (Farchana and Faya) and a main office (N'Djamena) which ensure the implementation and monitoring of the cooperation program.

How can you make a difference?

Key function and accountabilities

Under the supervision of the chief PM&E, the incumbent will ensure quality technical support to country office, interagency and national planning, monitoring, and evaluation processes. In accordance with the results and right based approach, s/he will provide quality technical support to the development, the monitoring and evaluation of the country programme and the United Nations Sustainable Development Cooperation Framework (UNSDCF) and their related annual workplans.

The planning, monitoring and evaluation specialist will particularly ensure quality technical support to:

  • Strengthening of the planning, monitoring, and evaluation system at national, sectorial, and local levels.
  • Reinforcement of planning, monitoring, and evaluation capacities at national, sectorial, and local levels.
  • Capacity-building of staff, Government and Civil Society partners in rights and results-based strategic planning.
  • Programme sections, sub-national offices and operations section for effective implementation of results and right-based management within the office and among implementing partners.
  • Development of quality child sensitive, equity-focused and results and rights-based planning and monitoring tools for the country programme and national policies and strategies in child rights domain.
  • Monitoring of the situation of children and the implementation of child rights agenda.
  • Planning and monitoring of response to emergencies in accordance with the Core Commitment for Children in humanitarian actions.
  • Real-time monitoring of country programme performance at national and decentralized levels.
  • Strengthening of routine monitoring systems in different domains of intervention of the country programme.
  • Evidence generation and quality management of studies, surveys and evaluations planned in the integrated monitoring and evaluation plan.
  • Semestrial and annual reviews of the programme and results-based reporting
  • Quality assurance of proposals, programme documents and donor reports.
  • Development and implementation of innovative and adapted planning, monitoring, and evaluation tools and methods.
  • Effective management of staff under his supervision.

To qualify as an advocate for every child you will have…

  1. Education

An advanced university degree (BAC+ 5) in social sciences, statistics, planning development, planning.  

  1. Work Experience

A minimum of five Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:

  • Five years of relevant professional work experience. Developing country work experience (for IP) or field work experience (for NO)
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  1. Language Proficiency 

Fluency in French and good working knowledge of English are required. Fluency in Arabic is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
