UNICEF is a leading humanitarian and development agency working globally for the rights of every child. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle: pre-natal care for healthy births, clean water and sanitation, health care and education. UNICEF has spent nearly 70 years working to improve the lives of children and their families. Working with and for children through adolescence and into adulthood requires a global presence whose goal is to produce results and monitor their effects. UNICEF also lobbies and partners with leaders, thinkers and policy makers to help all children realize their rights —especially the most disadvantaged.   People and Culture Specialists (Policy) at the P3 level are considered as seasoned professionals that are generally either responsible for executing a particular HR service or alternatively, responsible for supporting an assigned client on a broad range of HR services. Such responsibility is expected to be carried out independently, with the primary focus of the managerial oversight on the position being to ensure that results are delivered in accordance with the vision set forward by the leadership of the division. As a result, staff on these positions require an in-depth understanding of at least one People and Culture function and how it relates to supporting the organization’s business objectives. Overall direction, vision and strategy for the work and the contribution of this role will be provided by the HR Manager (Policy) in Policy Employee Relations, Compensation and Social benefits (PERCS) section.  

The People and Culture Specialist (Policy), within their area of responsibility, is accountable for review and update of UNICEF’s People and Culture policies to align with the current UNICEF Regulatory Framework and other regulatory documents like UN Staff Regulations and Rules. In doing so, the incumbent demonstrates the ability to anticipate People and Culture-related needs and develop subsequent plans and solutions that align with the goals of the Division of People and Culture objectives.

  • Minimum requirements
        1. Education: Master or equivalent (Advanced University Degree) in Law, Human Resources Management, Business Administration, Public Administration, International Public Policy, International Development , International Relations, International Law and any other related fields.A first university degree in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
        2. Work Experience: At least 5 years of relevant work experience in Human Resources, Law, Employment Relations, HR Policy development, HR Policy interpretation, Experience in UN system, Experience at international level, HR Policy or Admin Law in UN /UNICEF system.
        3. Skills: Review of Policies, HR Policy, HR Admin Law, Legal drafting skills
        4. Language Requirements: English.
  • Desirables
      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
      2. Nonprofit, Editing, MS Office experience
      3. Developing country work experience and/or familiarity with emergencies.

Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
