Purpose of Activity/Assignment
The Senior knowledge management consultant will be structuring lessons learned captured through meta-analysis, a combination of multiple sources of information including evaluative exercises and other documentation of ECA region work on humanitarian programming, humanitarian preparedness, and humanitarian-development nexus. The structuring of lessons learned should be prepared for external audiences such as policy makers and donors, as well as for UNICEF staff in High and Upper Middle-income countries. The Senior consultant will also propose capacity building entry points within the UNICEF emergency preparedness training to incorporate the lessons learned in the different modules of the training.
Scope of Work
In coordination between the Evaluation and Emergency sections of the Regional Office for Europe and Central Asia (ECARO), and with inputs of the ECARO sections and Country Offices, the consultant will:
- Review of documentation, evaluation, studies, and other evidence generation outputs related to ECA region work on humanitarian programming, humanitarian preparedness, and humanitarian-development nexus, particularly associated to the Ukraine refugee response, and combining it with lessons from other emergencies such as the impact of COVID19, and Türkiye Earthquake, and other emergencies showing the system strengthening approach of UNICEF in upper and high-income contexts.
- Guide consultations and prepare a proposal for KM products on lessons learned targeting different audiences.
- Consolidate and prepare lessons learned documents targeting specific audiences: Externally: policy makers in high income countries (HICs) and Upper middle-income countries (UMICs), donors; Internally: high-level management and technical staff.

Consultant's Work Place and Official Travel
The Consultant will be home-based with no travels foreseen.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…
- Master’s degree in International Development, Economics, International Relations, Business Administration, or another relevant field.
- At least 10 years of work experience in applied research for policy making
- At least 10 years of experience in facilitating policy dialogue and evidence-advocacy with governments and donor countries.
- At least 8 years experience applying mixed-methods analysis in development and humanitarian work
- Knowledge of applied research to guide policy dialogue in high and upper middle-income contexts.
- Experience in capacity building programmes for policy makers and UN staff
- High quality writing skills in English.
- Fluency in English

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
