How can you make a difference? 

To inform programs, and strategies aimed at leveraging the diaspora’s potential for the realization of children’s rights in Kosovo, the primary objective of this consultancy is:
  • To map the diaspora community, focusing on demographics, socio-economic profiles, and regional distribution.
  • To identify strategic entry points for engaging the diaspora in realization of children’s rights.
  • To propose practical means of diaspora engagement based on needs and identified opportunities.
The consultant will carry out the following tasks in nine (9) months:

Demographic and Socio-Economic Profiling:
Collect and analyze data to understand the size, geographical distribution, socio-economic status, educational background, occupations, and cultural affiliations of the diaspora community.
Stakeholder Mapping: Identify and profile key diaspora organizations, networks, and influential individuals in various sectors (e.g., business, education, healthcare, governance, and culture).
Diaspora Capacities and Interests: Identify the main interests, priorities, and challenges faced by the diaspora. This could include remittances, investment, knowledge transfer, cultural exchange, and policy advocacy.
Opportunities in Key Sectors: Analyze specific sectors (e.g., early childhood education, education including digitalization health, youth including green skills and school to work transition, data for children and violence against children) that offer high potential for diaspora engagement.
Knowledge and Expertise Transfer: Propose ways to tap into the expertise of the diaspora, including mentorship programs, skills development, and academic partnerships.
Database Development: Create a structured and reputational database of the diaspora, highlighting key individuals, organizations, and networks.

Final Report:

• A detailed diaspora mapping, including socio-economic and geographical profiles.
• The report should highlight the 10 most promising entry points for financial partnerships (individual businesses with their interest area.
• Analysis of the key entry points for engagement.
• Recommendations for strategies and mechanisms for diaspora engagement, highlighting opportunities in priority sectors.
• A proposed action plan for immediate and medium-term diaspora engagement.

  • Technical Expertise: Knowledge of diaspora engagement, demographic analysis, and stakeholder mapping.
    Research & Data: Experience in designing, conducting, and analysing surveys or data.
    Sectoral Insight: Familiarity with education, health, youth development, green skills, and school-to-work transitions.
    Communication: Strong written, oral, and presentation skills.
    Cultural Sensitivity: Ability to engage with diverse cultural contexts.
    Technology: Proficiency in data analysis tools (e.g., SPSS,etc)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
