In 2024, UNICEF has signed a rolling workplan with the Ministry of Social Affairs which focuses on strengthening the policy framework for child protection. Among other areas, the work plan includes finalization of the updated Standard Operating Procedures for Child Protection Case Management, Strengthening the Child Protection information Management System, the finalization of the inter-ministerial referral pathways. This comes as part of the overall program objective of child protection services in Lebanon. In addition and within the framework of its investment in strengthening the Child Protection system in Lebanon, UNICEF has been investing in strengthening the social workforce on case management, the CPIMS, caring for child survivors of sexual violence; UNICEF has also been investing in improving coordination across judicial and non-judicial pathways for children in need of judicial protection; strengthening and expanding the use of the CPIMS+ platform has been a key focus including exploring interoperability between CPIMS and GBVIMS. These efforts, alongside technical assistance to the Ministry of Social Affairs and leadership in the Case Management Taskforce with IRC and Save the Children, have contributed to a strengthened overall case management system in the country.

How can you make a difference? 

To support the above objectives, UNICEF seeks to engage a qualified consultant to provide technical expertise on strengthening case management services, and supporting in capacity building initiatives related to child protection (CP) and social services in Lebanon. The consultant will be expected to support UNICEF’s efforts, in collaboration with MOSA, to strengthen the social service workforce, improve referral systems, and enhance case management practices, especially for children experiencing violence.

The consultant will work closely with the Child Protection (CP) Specialist, other relevant UNICEF CP team members, and key partners including MoSA, and local organizations to:

  • Strengthen the social workforce, including the workforce of MOSA through delivering capacity building interventions to MOSA Staff, CSOs, on child protection and gender-based violence.
  • Strengthen child protection and GBV case management services through finalizing key SOPs, guidance documents, providing technical advice on case management services for children, ensuring quality and efficiency of the services provided within CSO partners of UNICEF and within MOSA.
  • Ensure administration, expansion, and technical support to the CPIMS in Lebanon.

  1. Inception and Development of Workplan
  • Undertake an assessment of the capacity and service quality of UNICEF implementing partners, including around the utilization of the CPIMS+ in Lebanon
  • Organize inception meetings with key UNICEF, MOSA and NGO staff to identify areas of priority for interventions in case management and CPIMS+
  • Develop detailed workplan to be reviewed with the Child protection Specialist before finalization

  1. Capacity building of social workers on Case Management
  • Undertake a capacity and gap analysis of the social workforce supported by UNICEF,
  • Provide technical advice to three (3) national UNICEF implementing NGO partners and MOSA to enhance case management service delivery, including on judicial and non-judicial pathways, alternative care, family reunification, child labor, as well as case management provided as part of the Cash+ interventions under the MOSA National Disability Allowance supported by UNICEF.
  • Case management assessments and gap analysis
  • Coaching Report

  1. Support implementation of the roll-out plan of the updated National SOPs and support in the piloting of the tools introduced in the update of the SOPs, including coaching of selected UNICEF supported NGO partners
  • Based on the finalized NSOPs, update the national case management training curriculum and tools
  • Organize a minimum of 5 regional learning events (incl. TOT, training workshops, etc. in line with the endorsed roll-out plan by MOSA)
  • Implementation plan for the roll-out of the SOPs is presented.
  • Updated Training Tools and Material submitted
  • Workshop reports of trainings conducted

(Week 2-Week 44)

  1. CPIMS+ Administration:
  • Serve as the national administrator for the Child Protection Information Management System (CPIMS+/PRIMERO).
  • In collaboration with MOSA and UNHCR, assess new NGOs for access to the CPIMS, providing technical guidance, advice and training.
  • Pilot and promote interoperability between GBVIMS and CPIMS systems.
  • Contribute to the analysis of data generated from the CPIMS twice a year (mid-year and annual)
  • Support the establishment of a CPIMS National Steering Committee including development of TORs
  • Develop and implement exit and sustainability strategy of the CPIMS administration in Lebanon
  • Regular updates on CPIMS administration and coordination
  • Sustainability and exit plan for CPIMS administration in Lebanon is submitted

  1. Finalize SOPs, Guidance Documents, Guidelines on Child Protection Case Management
  • Finalize the ongoing exercise to develop inter-ministerial pathways for child protection case management.
  • Support in reviewing and provide inputs to other technical documents as relevant and discussed with the CP Specialist

Final version of endorsed pathways by MOSA and other relevant ministries

  • Summary report analyzing the pre/post-tests completed by the participants

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in social work, political sciences, or other social sciences.
  • A minimum of 7 years of relevant professional experience in child protection case management, social workforce strengthening.
  • Extensive experience (5+) in working with government counterparts on child protection issues and facilitating participatory processes and consensus building.
  • Strong experience in CP and GBV case management an asset.
  • Substantive knowledge in child protection systems and policies with particular relevance to the Lebanese child protection system.
  • Good knowledge of the legal framework pertaining to Child Protection in Lebanon.
  • Good understanding of the judicial and non-judicial pathways in child protection case management
  • Previous work experience in drafting guidance documents on CP/GBV/Gender related issues, preparing training manuals and delivering capacity building initiatives, including with government stakeholders.
  • Ability to travel to different governorates on a regular basis.
  • Good knowledge in humanitarian contexts and familiarity with GBV related resources and material.
  • Excellent interpersonal skills and ability to establish effective and working relations with other stakeholders.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
