Since 1948, UNICEF has been working with the Philippine government and civil society to promote and protect the rights of Filipino children. UNICEF works on long-term development programmes in the following areas: Education; Health; Nutrition; Disaster Risk Reduction; Adolescent Development; Emergency Response; Peacebuilding; Social Policy; HIV & AIDS; Child Protection; and Water, Sanitation & Hygiene.
In the education sector, the Philippines is facing a critical learning crisis: 83% of grade 5 children are not learning mathematics, and 90% are unable to read at the expected level (SEA-PLM, 2019). To address this, UNICEF Philippines, through its 9th Country Programme for Children (CPC9), aims to ensure that by 2028, more children, especially the most vulnerable, are developmentally on track and learning in a safe, resilient, inclusive, and holistic education system, including in emergencies and disasters. UNICEF, in close collaboration with Department of Education (DepEd), is implementing relevant national laws and develop evidence- and equity-based policies, plans, standards, and financing in the sector; while strengthening systems to promote accountability, real-time information management, and quality assurance.
How can you make a difference?
Purpose of the engagement
The objective of this announcement is to engage qualified and diverse professionals who can support in these initiatives by providing expert advice, conducting research, coordination, and implementation. This announcement targets candidates with interest in working in different regions in the Philippines for certain periods during the next 48 months.
Methodology & Approach
The roster will contain pre-screened qualified individuals found suitable for the assignment. Candidates will be placed in the roster for the next 48 months and called upon based on the suitability of the assignment and availability.
Based on the applications, suitable individuals will be identified for the roster. However, the hiring process will be need-based with specific terms of reference being shared with relevant individuals as per their area of interest indicated in their application. Note that inclusion in the roster does not guarantee any future contractual relations with UNICEF.
Organization & Management
The Consultant will be managed by the UNICEF Education Unit in coordination with the specific programme unit requiring the Consultant services and will be responsible to:
- Orient the consultant and outline the parameters of the required services.
- Provide and agree with the consultant on the work schedule, timelines and deadlines.
- Provide relevant feedback and evaluation of the service provided and outputs submitted.
To qualify as an advocate for every child you will have…

A bachelor’s degree preferably related to education, economics, development studies, social policy, sociology or similar field;

At least five (5) years of relevant professional experience on the creative and administrative services you are applying for.

Fluency in English and Filipino. Fluency in other Philippine dialects is an asset;

Willingness to travel and be assigned in missions around the Philippines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
