It is proposed to engage the services of a senior consultant to provide advice and support in carrying out the necessary preparatory works for the preparation of the KPMP. It should be a consultant who is familiar with UNICEF programmes and operations enabling her/him to undertake a management review that determines fit for purpose and affordability of the office, and provision of guidance and support during this critical period of developing the Kosovo Programme Management Plan.

How can you make a difference? 

This consultancy assignment aims at supporting the UNICEF Kosovo office to undertake the preparation of the KPMP 2026-2030. This will broadly involve reviewing the office’s Programme Planning Package (evidence synthesis, TOC, Results and Resource Plan, Explanatory Note) and the new set of priorities and results and adjusting its management structure and budget to match the newly identified priorities and results within an envelope of expected resources. The assignment will be delivered while keeping to the principle of full transparency and participation of all staff.

Deliverables

Under the common rationale and purpose, the TOR’s deliverables include a review of the current staffing structure and an affordability analysis of the HR Structure for the next Kosovo Programme. Specifically, the consultant will carry out the following tasks:

  • Conduct consultations with staff and review the staffing structure of the office to support the 2026-2030 programme delivery taking into account affordability and being fit for purpose vis-à-vis the programmatic shift identified in the Kosovo Programme Package (KPP).
  • Conduct analysis of the office structure to determine its effectiveness to meet the evolving challenges as well as talent management needs of the Kosovo programme.
  • Conduct Human Resource (HR) analysis and staff skills set to support the implementation of UNICEF supported activities.
  • Review the extent of possible duplication between the functions / positions in office.
  • Propose an affordable and fit for purpose office structure that will efficiently and effectively advance the achievement of 2026-2030 programme objectives.

Ethical Consideration 

The analysis will be conducted in full accordance with the following international and regional guidelines for research ethics and methods, as well as personal data protection issues:

UNICEF Procedures for Ethical Standards in Research, Evaluation, Data Collection and Analysis; UNICEF Strategic Guidance Note on Institutionalizing Ethical Practice for UNICEF Research; General Data Protection Regulation (GDPR), a regional law of the European Union (EU) requiring institutions to protect personal data and the privacy of EU citizens inside and outside of the EU. The study design must take into consideration how ethical concerns shall be addressed to avoid stigma, discrimination, any form of harm to children and their parents, protection of confidentiality, protection of rights, ensuring the dignity and welfare of all respondents.

Tasks/Milestone: Undertake consultations with programme pillars, Mitrovica Field Office, Kosovo Management Team (KMT), pillar chiefs and team members, staff association and relevant multi-sectoral working groups/ taskforces to understand key priorities, strategies and results for 2026-2030 and what fit-for-purpose will require.
Ensure the consultation/ review process remains on track, particularly ensuring staff participation

Tasks/Milestone: Review the staffing structure to ensure best-fit and affordability, to deliver on the priorities and plans for the Kosovo Programme/ KPMP 2026-2030 and provide suggestions on an optimal overall structure of the Kosovo office including field office.

To qualify as an advocate for every child you will have… 

Knowledge/Expertise/Skills required:

  • 15 years of experience in programme, managing operations and human resources at a senior level, preferably in a mix of CO, RO or
    HQ based and country-based positions. Documented experience in change management.
  • Special advantage: Experienced senior professionals (minimum P5 level) with extensive experience and knowledge of UNICEF policies on Country Programme Management Processes and Change Management. Recent experience in/with UNICEF i.e. during the last Strategic Plan cycle an added advantage.
  • Special skills: Solid experience with UNICEF policy and procedure is an asset, with a focus on programme, operations and human resources aspects.
  • Competencies: Very good analytical skills; ability to visualize data, excellent writing skills. Experience in use of Visio.
  • Fluency in English Language is required.
  • Listed requirements will be used for technical evaluation in the competitive process.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
