Azerbaijan Country Office intends to explore the potential of the private sector. Under the general guidance of the Representative, this assignment will focus on supporting the office in identifying, prospecting, and securing new Private Sector Partnerships by leveraging financial and non-financial resources. The incumbent will specifically work to:

1. Support the development of a private sector engagement strategy, a business outreach plan, and support efforts of the Country office to secure new private sector partnerships by leveraging financial and non-financial resources

2. Support the development and implement tailored strategies to engage and secure partnerships with identified businesses.

3. Support the revision and update of the Business Sector Analysis conducted in 2022 to reflect current market conditions and opportunities.

4. Facilitate the establishment of mutually beneficial partnerships that support UNICEF's programmes and initiatives.

5. Identify potential private sector partners that align with UNICEF's mission and objectives.

6. Provide regular updates and reports on the progress of partnership activities.

7. Develop strong communication material for engaging with the private sector in collaboration with UNICEF communications colleagues in Azerbaijan and ECARO.

8. Support the process of digital fundraising prospects and implementation of digital fundraising in close cooperation with the UNICEF Country Office in Azerbaijan and the UNICEF Regional Office of Europe and Central Asia (ECARO).

The Azerbaijan Country Office is seeking a national consultant to support the international consultant recruited for this assignment. The national consultant will play a key role in facilitating the implementation of the programme by providing local expertise, contextual insights, and technical assistance. This includes supporting data collection and analysis, coordinating with national stakeholders, ensuring alignment with local policies and regulations, and assisting in the adaptation of global best practices to the Azerbaijani context. The consultant will work closely with the international expert to ensure effective collaboration and knowledge exchange throughout the assignment.

How can you make a difference? 

Purpose:

Supports the UNICEF Country Office in Azerbaijan in establishing partnerships with the private sector (businesses and individual givers) to mobilize collaboration, support and financial resources for better results for children in Azerbaijan. The assignment would cover three main aspects: fundraising activities with the private sector and facilitating digital fundraising.

The national consultant will also assist an international consultant in developing new private-sector partnership opportunities and achieving funding and other non-financial assets to support UNICEF’s work in the country.

Scope of work:

Business sector

  •     Update the Business Sector Analysis with prospects for the new country programme 2026-2030
  •     Develop a private sector engagement strategy for the office with a phased business outreach plan
  •     Create tailored strategies to engage and secure partnerships with identified businesses
  •     Pipeline of prospects – Identify, map, and prioritize partnership opportunities
  •     Complete/expand the map and identify a pipeline of prospects to secure new private-sector partnerships after close internal            consultation with senior management and staff
  •     Outreach plan – In coordination with the Regional High Impact Partnerships Manager, contribute to developing, planning, and          implementing an outreach plan for prospects through digital fundraising, new partnership models, products, and materials.
  •     Lead the partnership prospecting and development for a selected number of opportunities.
  •     Develop investment cases for companies to collaborate with the UNICEF Country Office in Azerbaijan in areas of skills building,         employability, family-friendly policies, health, education and child protection. 
  •     Develop and deliver information sessions for staff and partners on potential financial and non-financial engagements with                 businesses and other sectors. 

    Individual giving

    •   Develop investment case for digital fundraising prospects in close cooperation with the UNICEF Country Office in Azerbaijan and the UNICEF Regional Office of Europe and Central Asia (ECARO).
    • Assist in designing, planning and implementing digital fundraising activities in line with programmatic needs, trends and UNICEF policies and procedures. Assist in the marketing and development of digital assets for the campaigns.
    • Assist in identifying and operationalising the most suitable digital fundraising mechanisms to engage individual donors.
    •     Provide technical support to initiate digital fundraising among individual givers in close liaison with the ECARO and UNICEF team in Azerbaijan. This includes support for coordination between ECARO, partnership, and programme teams.

This consultancy assignment involves supporting international consultant to achieve several deliverables as described below:

  •     Updated the Business Sector Analysis with prospects for the new country programme 2026-2030
  •     Private sector engagement strategy of the office with a phased business outreach plan
  •     Tailored engagement strategies for each identified business
  •     Pipeline of prospects and prioritized partnership opportunities.
  •     Outreach plan, including new partnership ideas, products, and materials.
  •     Lead prospecting efforts for at least three prospects, including through the development of win-win propositions and outreach.
  •     Three signed partnership agreements with private sector entities.
  •     Plan for consolidated youth-led innovations for close engagement with the business sector 
  •     Investment case for companies to collaborate with the UNICEF Country Office in Azerbaijan in areas of skills building,           employability, family-friendly policies, health, education and child protection.
  •     Informative and capacity-building material for staff and partners on the potential for financial and non-financial engagements     with businesses.
  •     Investment case for digital fundraising prospects in close cooperation with the UNICEF Country Office in Azerbaijan and the    UNICEF Regional Office of Europe and Central Asia (ECARO).
  •     Digital fundraising among individual givers  initiated in close liaison with the ECARO and UNICEF team in Azerbaijan.
  •     The most suitable digital fundraising mechanisms to engage individual donors identified.
  •     Digital fundraising activities in line with programmatic needs, trends and UNICEF policies and procedures designed, planned and implemented. Digital assets for the campaigns developed and monitored. 
  •    Regular progress reports on all partnership and fundraising related activities.

To qualify as an advocate for every child you will have… 

  • Advanced degree in social sciences, economy, business Administration or related fields relevant for the assignment
  • Recognized researcher with proven experience in business and policy analysis, corporate responsibility, corporate governance or business and human rights issues
  • Strong analytical skills – references to previous work or institutions;
  • Good knowledge of private sector analysis, statistics, corporate responsibility and responsible business conduct, human rights, the development agenda, gender and equity issues;
  • Good understanding of the business environment in Azerbaijan;
  • Previous experience with UNICEF is an advantage;
  • At least 3 years of relevant experience in development of analytical reports and policy documents related to business analysis, corporate social responsibility, etc;
  • Proven experience in quantitative and qualitative data analysis, policy (and finance) analysis and report preparation;
  • Experience in facilitating consultations with business and government representatives and other stakeholders;
  • Fluency in English and Azerbaijani language;
  • Good writing and presentation skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
