How can you make a difference?
Under the supervision of the WASH Officer, support the identification locations for rural water supply system projects in Ainaro and Viqueque and develop complete hydraulic analysis, drawings and cost estimations for each system and monitoring water catchment management projects in Ainaro, Viqueque and Aileu and Dili.
WORK ASSIGMENT:
1. Project location selection & Baseline data collection with mWater
(Identify possibility of gravity fed water supply systems in Ainaro and Viqueque)
- Working together with DNRAS, SMASA and BTL municipalities identify targeted locations.
- Systems will benefit to community, schools and health facilities.
- System will integrate with water catchment management activities which has already started in Ainaro and Viqueuque municipalities.
- Conduct baseline data collection with mWater
- Water source assessment
- Demography beneficiaries' assessment
- Collaborate with BTL and MoH municipality on water quality sample collection and testing of the identified water sources.
2. Technical survey of gravity fed water supply systems
(To do comprehensive technical survey for two gravity fed water supply systems in Ainaro and Viqueque)
- Coordinate and involve SMASA and BTL on technical survey activities (gravity fed water supply system/well/borehole)
- Conduct environmental assessment for water springs.
3. Analysis hydraulic, drawings and cost estimate
(Develop Analysis hydraulic, drawings and cost estimation of the systems)
- Develop hydraulic analysis of the water systems.
- Develop cost estimate of the systems.
- Develop technical drawings of water supply systems components.
- Got approval or endorsement of designs from BTL Municipality, BTL national.
4. Community Action Plan Process (CAP)
(With SMASA and BTL municipality conduct Community Action Plan (CAP) process)
- Working together with SMASA and BTL municipalities on CAP process.
- Conduct three- or two-days CAP process in targeted community who will get support on clean water supply systems.
- Involve all targeted households on the CAP process.
- Involve local leaders/authority, and cultural leaders In the CAP process such as chief of village, vhief of aldeias and lia nain.
- Involve women, men, youth, elder people and people with disability on the CAP process.
5. Company selection
(Supporting UNICEF Supply unit for company selection)
- Provide final drawings and BoQs to the UNICEF supply unit.
- Support matrix selection on selecting the company
- Support bidding process for company selection
- Collaborate with UNCIEF supply unit on pre-bid meeting
- Collaborate with UNCIEF supply unit post-bid meeting with awarded company.
6. Construction Quality Assurance
- Conduct monthly monitoring in the Contruction sites
- Organize regular meeting with company for coordination and collaboration of the project implementation
- Provide monitoring report and share with supervisor for approval
7. Water Catchment Management Projects in Ainaro, Viqeuque, Aileu and Dili.
(Support the implementation of water catchment management project in Ainaro, Viqueque, Aileu and Dili)
- Support regular monitoring of water catchment management project in Ainaro, Viqueque and Aileu.
- Provide monitoring report to the supervisor.
- Support DCT monitoring of implementing partner.
- Support coordination of water catchment management projects with DNRAS and implementing partner.

2.1. Technical survey for two systems in Ainaro & Viqueque completed.
2.2. Environmental assessment for springs completed and documented.
3.1 Analysis hydraulic of the water systems Finalized.
3.2 BoQs or cost estimate of the water systems finalized.
3.3 Drawings of water supply systems components finalized.
3.4. Analysis hydraulic, BoQs and drawings got approved or endorsed by BTL Municipality and National.
4.1. Conduct CAP process in targeted project areas in Ainaro & Viqueque.
4.2. Establish GMF group in targeted project area.
5.1 Handed over final drawings and BoQs to the UNICEF supply unit.
5.2 Provide matrix scorring to the company.
5.3 Bidding process completed.
5.4 Pre-bid meeting completed.
5.5. Post-bid meeting completed.
6.1 Regular monitoring in the Contruction sites completed and reported.
6.2 Regular meeting with company conducted.
6.3. Monitoring report and shared with supervisor.
7.1 Regular monitoring of water catchment management projects are conducted and reported.
7.2 DCT monitoring of implementing partner are monitored and follow up.
7.3. Regular coordination of water catchment management projects implementation with DNRAS and implementing partner is conducted and reported.
To qualify as an advocate for every child you will have…
- Bachelor's degree in civil engineering or architecture (Diploma in civil engineering with extensive construction project experience for at least for 7 years can be equivalent)
- Minimum five years of professional work experience in WASH sector,
- Experience in and knowledge of WASH sector
- Proven experience in liaising with government bodies.
- Good knowledge of project management tools.
- Good knowledge of project management tools.
- Good communication, negotiation, and stakeholder management skills.
- Excellent written and oral skills in Tetum

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
