How can you make a difference?
UNICEF Laos is seeking an experienced and qualified Lao National to fill the position of Messenger, post number # 18226 at GS-2 level to be based in UNICEF Country Office in Vientiane, Lao PDR. The messenger will be provides reliable of providing general messenger duty for the office and safe driving services, demonstrating the highest standards of professionalism, discretion,integrity, sense of responsibility, excellent knowledge of protocol whilst ensuring compliance withoffice rule and regulations and local driving rules and regulations.
The Messenger demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.
Summary of key functions/accountabilities:
Visa and Immigration Support:
- Manage and track visa applications and other relevant documentation with the Ministry of Foreign Affairs and relevant embassies.
- Ensure timely processing and resolution of all immigration-related matters.
Mail and Communication Management:
- Manage the efficient collection, delivery, and dispatch of mail, official communications, and otheritems between the post office, government agencies, and other institutions.
Protocol and Airport Assistance:
- Meet and assist official personnel and visitors at the airport, providing support with basic visa,customs, and logistical arrangements as required.
Customs Clearance and Administrative Support:
- Assist with obtaining necessary import and export permits for the official and personal householditems and vehicles from relevant ministries.
- Facilitate the collection of items from warehouses at the ports.
Driver Services:
- Provide reliable and safe driving services for UN staff, officials, and visitors.
- Operate office vehicles for the transport of personnel.
Vehicle Maintenance and Management:
- Ensure the assigned vehicle is maintained in optimal condition through addressing minor repairs,scheduling major repairs, and conducting regular maintenance checks (oil changes, tire checks,brake checks, water level checks, and car washes).
Vehicle Documentation and Logistics:
- Maintain all necessary vehicle-related documents and supplies, including vehicle insurance,registration, logs, office directory, city/country maps, first aid kits, and essential spare parts.
- Ensure timely renewal of insurance and compliance with all relevant tax and regulatory formalities.

The following minimum requirements:
Skill:
- Good knowledge of the city, local roads and conditions where the office is located.
- Knowledge of driving rules and regulations, chauffeur protocol and courtesies
- Skills in minor vehicle repairs
- Ability to deal patiently and tactfully with visitors.
- High sense of confidentiality, initiative and good judgment
- Ability to work effectively with people of different national and cultural background.
Education:
A secondary education is required, along with a valid driver’s license and knowledge of local drivingrules and regulations.
Work Experience:
A minimum of two years of work experience as a driver in an international organization,embassy or UN system with a safe driving record is required.
Language Requirements:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French,Russian or Spanish) or a local language is an asset.
