How can you make a difference? 

To enhance efficiency and equity of social spending, UNICEF Turkmenistan seeks a national consultant to support in conducting a Social Spending analysis with a focus on child budget and disability budget components. The consultant will support the International Consult in drafting a report with recommendations, introducing a budget assessment methodology, and building stakeholders’ capacity through training in budget monitoring, assessment, and result-based policy making.

The assessment, conducted with a national consultant's support, will inform policy decisions and strengthen Turkmenistan’s social protection framework in alignment with SDG 1.3 as well as contribute to the  Public Spending module of the ongoing CODI Assessment.  

Specific objectives include:

  • Support the International Consultant in collecting the necessary data and providing the documents to review the national budget, and other related documents and expenditure reports.
  • Assist in analyzing trends in child-related and disability-related spending across different sectors.
  • Facilitate consultations with local stakeholders and government agencies.
  • Contribute to the development and delivery of training materials on child rights - and result-based budgeting and reporting methodologies as well as to the Public Spending Module of the ongoing CODI Assessment.
  • Assist in consolidating findings and recommendations for the final report.

Specific Tasks

To achieve the above-mentioned objectives, the consultant in close cooperation with local consultant and under guidance of UNICEF will:

Child/Disability Budget Analysis

  • Collect necessary data, information and provide them and related documents to International Consultant to review national budget and expenditure reports
  • Assist in providing and reviewing all documents to analyze trends in child related and disability related spending across sectors.
  • Provide support in identifying regional disparities in resource allocation for children and people with disabilities.

Public Finance Management Analysis

  • Collect and share the necessary financial data and trends to assist in the analysis of public social spending.
  • Assist in evaluating the effectiveness and efficiency of public spending in the social sector (size and priority of the sector, spending changes, spending against commitments, spending compared to other countries. This analysis should consider changes in nominal terms, real terms, as a percentage of total government spending and Gross Domestic Product).
  • Support in identifying opportunities to optimize budget planning and execution.

Stakeholder Engagement & Capacity Building

  • Facilitate consultations and interview with relevant government agencies and key stakeholders in order to collect necessary data.
  • Assist in preparing training on budget assessment, formulation, execution, and monitoring.

Data and Information Collection

  • Gather relevant financial and budgetary data from national, regional, and local sources.
  • Collect qualitative and quantitative information from government reports, budget documentation, social sector expenditure data, and interviews with key stakeholders.
  • Verify and validate collected data to ensure its accuracy and reliability for use in the budget analysis.
  • Organize and structure the data for efficient use in analysis and reporting.

Report & Recommendations

  • Contribute to the drafting of the final report, incorporating feedback from stakeholders and government entities.
  • Assist in formulating policy and budgetary recommendations to improve child-focused investments

To qualify as an advocate for every child you will have… 

  • A Bachelor's degree in Economics, Public Policy, Fiscal Reform, or any other relavant areas;

  • A solid knowledge of PFM instruments and proven experience (at least 8 years) with government social sector finance and budget analysis (including assessment of cost for disability), at national and decentralized levels;
  • Proven experience in data collection, including working with financial data sets and public budget documentation;
  • Strong analytical, organizational and reporting skills;
  • Excellent command of Russian, both oral and written; knowledge of English is an asset;
  • Strong communication (oral and written) skills
  • Previous work experience with Governmental Institutions or a UN agency will be considered a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
