Purpose of Activity/Assignment:  UNICEF supports the Government of Mozambique, represented by the Ministry of Labour, Gender and Social Action, through the National Institute of Social Action (INAS, IP), to strengthen the social protection system. The National Institute for Social Action (INAS, IP) is a state institution under the Ministry of Labour, Gender and Social Action, created by Council of Ministers Decree 28/97 of 10 September. INAS, IP is responsible for providing social assistance to groups of individuals living in absolute poverty who are unable to meet their basic needs by their own means. INAS, IP implements four programmes, namely:  (a) Basic Social Subsidy Programme (PSSB); (b) Direct Social Support Programme (PASD); (c) Social Action Services Programme; (d) Productive Social Action Programme (PASP).  This assignment entails the development of a mobile and web application for the Emergency Module and analyze, improve the mobile and web application for the Complaints and Claims Module (GRM). The person will be based at INAS

 

Scope of Work:

UNICEF Mozambique is in search of a dedicated and proactive national Consultant to be stationed in the National Institute of Social Action who will support INAS in the processes of implementing the Beneficiary Management Information System (e-INAS/SIB), in the corrective and preventive maintenance of the IT park, among other activities related to the area of information and communication technologies. As INAS, IP employees use technological equipment and resources to carry out their activities. As such, service and technical support for users, as well as maintenance of IT equipment, are essential for the continuity of institutional activities. The small number of IT technicians in the institution (Central Body) and the absence of these professionals at local level make it difficult to adequately attend to the various processes underway. They also have a negative impact on meeting the deadlines set for planned activities.

In this context, the hiring of an IT technician will boost the implementation of the Beneficiary Management Information System, guaranteeing compliance with the provisions of ‘Axis 4 - Institutional Development’, point b), regarding the ‘scope for strengthening operational management’ of the ENSSB. The technician will directly report to the Head of the Information, Communication, and Image Technologies.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Bachelors degree

Knowledge/Expertise/Skills required:

• Advanced and proven knowledge in programming languages, frameworks, or libraries: Java (Android), Dart (Flutter), PHP (Laravel), JavaScript (ReactJS), CSS (Bootstrap 4.0);

• Advanced knowledge of version control tools such as Git;

• Advanced knowledge in requirements engineering;

• Advanced knowledge of system deployment in Linux/Ubuntu environments;

• Knowledge of SSH, FTP, and Postman tools;

• Knowledge in system modeling using UML 2.0;

• Advanced knowledge in REST API development;

• Advanced knowledge in MySQL database development;

• Ability to read and improve existing code;

• Proven experience in developing basic social security program systems will be an advantage.

  • Language Requirements: Portuguese and English
