I: Country Context:

When any child faces unequal opportunities across social, political, economic, civic, or cultural dimensions compounded by historical conflict and entrenched social norms, their fundamental rights are violated.
II: Purpose of Activity/Assignment:
The purpose of this assignment is to provide technical support to the Ministry of Health and UNICEF in strengthening the national cold chain and immunization supply chain system. Specifically, the consultant will support the installation, commissioning, maintenance, and monitoring of cold chain equipment; build technical capacity at all levels; and ensure effective implementation of the Effective Vaccine Management (EVM) improvement plan, support initiatives at Primary Healthcare (PHC) level in the areas of Health Facility Solar Electrification (HFSE) as well strengthening PSA Oxygen ecosystem. The assignment aims to enhance service readiness, ensure vaccine potency, and contribute to increased and equitable immunization coverage in Liberia.
Aligned with the CPD 2026–2030, this work contributes to strengthening primary healthcare systems, improving immunization outcomes, and supporting climate‑resilient health service delivery for children and communities.

4. Integrated PHC Infrastructure, Solarization & PSA Oxygen System Strengthening

To qualify as an advocate for every child you will have…
Education:
- University degree (at least Bachelor Degree) in one of the disciplines relevant to the following areas: Engineering, Supply Chain Management, Health, Public Health, or a field relevant to technical assistance in immunization Supply Chain and Logistics (iSCL).
Work Experience:
- At least five years of relevant and proven experience in immunization supply chain strengthening, including the installation and maintenance of solar refrigerators and provision of technical support for other primary health care (PHC) infrastructure.
- Ability to produce technically sound, well-written reports in English.
- Experience with Liberian populations or similar development/programming context would be an asset.
- Prior experience with UN and other international organizations and exposure to UNICEF’s work
Language Proficiency:
- Fluency in English (written and verbal) is required. Knowledge of local language is an asset.
V. Working Conditions:
Home Based (X) Office Based
The necessary computer equipment for the consultation will be provided by the consultant or the consultant is expected to use his/her own ICT equipment.
VI. Supervision:
The consultant will be supervised by Immunization Specialist, P3.
VII. Technical and Financial Proposals:
