Purpose of Activity/Assignment:

UNICEF supports the Government of Mozambique, represented by the Ministry of Labour, Gender and Social Action, through the National Institute of Social Action (INAS, IP), to strengthen the social protection system. The National Institute for Social Action (INAS, IP) is a state institution under the Ministry of Labour, Gender and Social Action, created by Council of Ministers Decree 28/97 of 10 September. INAS, IP is responsible for providing social assistance to groups of individuals living in absolute poverty who are unable to meet their basic needs by their own means. INAS, IP implements four programmes, namely:  (a) Basic Social Subsidy Programme (PSSB); (b) Direct Social Support Programme (PASD); (c) Social Action Services Programme; (d) Productive Social Action Programme (PASP).

 

At present this support entails the enhancement of the information system utilized for social assistance programmes. For this to happen, there is a need to strengthen the programme's response capacity by increasing staff in different areas linked to the programme's implementation

 

Scope of Work:

UNICEF Mozambique is in search of a dedicated and proactive national Consultant to be stationed in the National Institute of Social Action who will support INAS in the processes of implementing the Beneficiary Management System (e-INAS), in the corrective and preventive maintenance of the IT park, among other activities related to the area of information and communication technologies

 

As INAS, IP employees use technological equipment and resources to carry out their activities. As such, service and technical support for users, as well as maintenance of IT equipment, are essential for the continuity of institutional activities. The small number of computer technicians in the institution (Central Body) and the absence of these professionals at local level make it difficult to adequately attend to the various processes underway. They also have a negative impact on meeting the deadlines set for planned activities.

In this context, the hiring of IT technicians will boost the implementation of the Beneficiary Management System, guaranteeing compliance with the provisions of ‘Axis 4 - Institutional Development’, point b), regarding the ‘scope for strengthening operational management’ of the ENSSB. The technician will directly to the Head of the Information, Communication and Image Technologies

To qualify as an advocate for every child you will have… 

Bachelor’s degree in information technology; Computer Science

**Diploma plus two years’ experience in lieu of degree

Knowledge/Expertise/Skills required:

• Experience in user support;

• Basic knowledge of graphic design;

• Intermediate knowledge of Word, Excel and PowerPoint;

• Hardware configuration and maintenance;

• Application installation and configuration;

• Basic knowledge of software programming;

• Proven experience in basic social security programmes would be an advantage

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
