I: Background:
UNICEF Liberia requires strategic communication support to amplify advocacy for children's and women's rights, enhance digital engagement, and strengthen the visibility of the Country Representative’s (Rep) leadership. This consultancy will drive targeted advocacy campaigns, produce compelling content, and manage the Rep’s social media presence to bolster UNICEF’s mission in Liberia.
II: Purpose of the Assignment:
To achieve:
- Enhanced Advocacy: Develop/data-driven strategies to influence policy and public engagement.
- Strategic Communication: Produce high-impact content (social media, stories, press materials) aligned with UNICEF priorities.
- Rep’s Digital Presence: Curate and manage the Representative’s social media to highlight leadership, partnerships, and field impact.
- Resource Mobilization: Support donor engagement through compelling storytelling and campaign coordination.

IV: Qualification/Experience/Skills Required:
Education:
- University degree in Communications, Journalism, Public Relations, or related field.
Work Experience:
- Minimum two years practical professional work experience in advocacy/communication, including social media management and content creation.
- Experience producing multimedia content (videos, stories, press kits) and supporting senior leadership comms.
- Familiarity with emergency/humanitarian contexts (preferred).
Other skills and competencies required:
- Technical: Proficiency in social media tools (Canva, Hootsuite), analytics platforms, and Adobe Creative Suite.
- Strategic: Ability to align messaging with UNICEF’s advocacy goals (child rights, gender equality).
- Adaptability: Work under tight deadlines in complex environments.
Language Proficiency:
- Required: Fluency in English.
- Asset: Liberian languages (e.g., Kpelle, Bassa).
VI: Working Conditions:
- Office based(70% Office-Based in Monrovia, 30% field travel).
- ICT: Consultant uses own equipment (laptop, software).
- Camera and assets collecting gear will be provided by the office.
VII: Supervision:
- The Consultant will be supervised by the Representative.
VIII: Technical and Financial Proposals:

Selection criteria will be based on qualifications, skills, expertise and experience in the required field, and quality of the technical and financial offer. Each application will be assessed first on its technical merits and subsequently on its price.

Remarks:
