BACKGROUND

Purpose of Activity/Assignment: 

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does - in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an

To the degree that any child has an unequal chance in life - in its social, political, economic, civic and cultural dimensions - her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens - addressing inequity - not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings. Addressing gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action.

UNICEF has made GBViE (prevention, risk mitigation and response) one of its targeted priorities in its Strategic Plan and Gender Action Plan (GAP) 2022-2025, as well as in the Child Protection Strategy.

GBViE-specialised prevention and response programming contributes to UNICEF’s global results under Strategic Plan Goal Area 3 and is a cross-cutting priority across the Strategic Plan (2021-2025), making GBV risk mitigation one of UNICEF’s change strategies and a key contributor across all Goal Areas. The new Strategic Plan currently being finalized will also continue to feature GBViE as a targeted priority. Dedicated support is required in the coming month to ensure effective GBViE information management is in place through results data analysis, reporting and strengthening the capacity on M&E for country offices at the aim of enhancing GBViE program quality.

As part of its continuous efforts to improve GBV service delivery globally, UNICEF is leading on developing, revising and disseminating key resources (guidance, associated training package and e-learning) to strengthen the service providers’ capacity to offer quality care to child survivors of sexual abuse. Rolling-out the updated edition of the Caring for Child Survivors of Sexual Abuse Resource Package (CCS) with a special focus on the local service providers, including local womenled organizations) is part of UNICEF’s Global Commitments and of the global GBV AoR Workplan. The Guidelines and other CCS resources have now been translated into Arabic, among other languages. Dedicated support is now required to expend the dissemination and uptake of the resources in targeted Arabic-speaking countries in the coming months.

During the duration period of the contract, the consultant will be responsible for a specific set of deliverables focused on GBViE information management and reporting, as well as on supporting the CCS knowledge dissemination in targeted Arabic speaking countries.

Scope of Work:

Under the supervision of the Child Protection Specialist - GBViE, the consultant will be responsible for completion of the following deliverables:

1. Support compilation of 2025 annual results reporting and trend analysis of GBViE CSI data (3.1.7 and H5.5);

2. Strengthen capacity on M&E to support GBV risk mitigation and GBViE specialized programming;

3. Contribute to strengthen the coordination of the GBViE planning and reporting cycle;

4. Facilitate the establishment of a pool of local trainers on CCS Resources in the Arabic speaking countries;

5. Support the development and uptake of the CCS remote learning in the Arabic speaking countries.

The consultancy will be home-based with travels to emergency-affected contexts relevant to the above tasks, as feasible.

Qualifications

(1) Education

  • Advance University Degree (Masters) in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.

Language Proficiency:

  • Fluency in English and Arabic is required.

(2) Knowledge/Expertise/Skills required:

  • At least 5 years of humanitarian or related work experience in GBV programming in natural disasters and conflict-affected countries. Experience in Arabic speaking countries is an asset.
  • Solid understanding of GBV guiding principles and the survivor-centred approach.
  • Demonstrated experience with GBV case management and its intersections with information management.
  • Demonstrated knowledge of / experience with the Caring for Child Survivors Resources. Certification as a CCS trainer is an asset.
  • Knowledge and experience in GBViE M&E and other elements of information management.
  • Experience with humanitarian coordination structures (at global and/or field level) preferred.
  • Proven experience in contributing to the development of e-learning tools / remote capacity development resources for adults. Familiarity with the Agora platform is an asset.
  • Flexible work attitude: ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.

Requirements:

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
