For every child, the right to result  

UNICEF Country Office end of year reports are important instruments for accountability and monitoring of ongoing performance. They provide an opportunity to analyze performance, document annual results and value-addition of its contribution to results for the most disadvantaged children and women, in the context of UNICEF’s Strategic Plan 2023-2027 and the Sustainable Development Goals. They enable UNICEF STP to:
• Monitor ongoing performance
• Document annual results
• Collectively analyse UNICEF contribution to results for the most disadvantaged children and women
• Strengthen partnerships
• Assess the strengths and weaknesses of its approaches
• Share learning and innovations that will inform corrective actions and scale-up.

How can you make a difference? 

The consultant will support the Country Office (CO) to review and edit the Results Assessments Module (RAM) narrative reporting developed by programme sections and operations (Output level), to ensure compliance with guidance and consistency with Core Standard Indicators (CSIs), CRAVE and RAM indicators reported progress.
The consultant will also focus on the development of the EYSN, using the RAM, CSIs, CRAVE and WCARO recommendations from previous reports as a basis. He/She will be well-versed with the country office's previous annual reports, its program priorities, and the UNICEF Strategic Plan 2022-2025. The consultant will ensure the language is clear, accessible, and strategic, adhering to the UNICEF style book and WCARO's quality checklist for COAR.
In addition to the aforementioned documentation, the consultant will deliver a training/workshop on results monitoring and reporting, for the Programme Staff of the Country office, focusing on the structure of outcome and output narratives of the Country Programme. He/she will work closely with the Heads of Section, in coordination with the Programme Specialist, M&E Officer and the Deputy Representative, to prioritize results and lessons learned, and to seek clarifications. After drafting the documents, the consultant will ensure it undergoes revision based on feedback from the Representative.

ACTIVITIES AND TASKS

1. Training/workshop

A two-day training will be delivered to programme staff, on results-based management, with a focus on results monitoring and reporting. The training should adopt a practical and collaborative approach, and support the programme team to report on the programme results, based on the structure of outcome and output narratives of the Results Assessment Module (RAM). Participants will explore strategic reflection on planned outcomes and outputs, with a focus on writing clear, coherent, and results-oriented narratives, highlighting progress, challenges and lessons learned. The sessions will include real examples with the aim of strengthening participants' capacity to develop the most consistent narratives in the best possible way. Sections will work on drafting their own narratives using a structured approach, based on sector-specific data and evidence, with support from the facilitator. The training can be delivered online, and will be supported by programme staff in-country.


2. Revision and editing of the 2025 RAM Reporting


The RAM Narrative draft and indicator reporting will be developed by the Country Office. The Consultant will conduct a review and editing of the narrative, ensuring consistency with reported Core Standard Indicators (CSIs), RAM indicators and CRAVE, as well as compliance with reporting guidance. He/she will identify inconsistencies and gaps, and will provide improvements to enhance the quality of the reporting, as needed.

3. Development of the End-Year Summary Narrative (EYSN)

The end-of-year Summary Narrative should be succinct, with emphasis placed on the quality of data. It should be a concise narrative of 2025 programme results and management performance, reflecting cross-cutting analysis of Outcome/Output assessments. It is a 6,000 word analytical document, written primarily for use by both Country and Regional Offices, and to a lesser degree by HQ divisions, for programming, accountability and, internal and external advocacy purposes. It consolidates the key strategic results identified in the RAM sectoral outcome reports and consist of the following components*:
- Update on the context (1000 words)
- Major achievements and UNICEF contributions (3000 words)
- Challenges, Lessons Learned and Future Outlook (1000 words)

3.1. WORK ASSIGNMENT 3 - Workshop on results monitoring and reporting

3.2. DELIVERABLES/OUTPUTS : Workshop content developed and training delivered.

3.3. TIMELINE: End of week 3 after the contract signature.

3.4. ESTIMATE BUDGET: 30% of consultancy fee 

4.1. WORK ASSIGNMENT 4 - Detailed review of RAM 2025 Narrative and indicators

4.2. DELIVERABLES/OUTPUTS: Proposed improvements/corrections to the RAM made.

Revised version of the RAM narrative submitted.

4.3. TIMELINE: End of week 5 after the contract signature

4.4. ESTIMATE BUDGET: 0% of consultancy fee

5.1. WORK ASSIGNMENT 5 - Draft EYSN report for initial review

5.2. DELIVERABLES/OUTPUTS: 1st Draft of the EYSN Report shared.

5.3. TIMELINE: End of week 7 after the contract signature

5.4. ESTIMATE BUDGET: 0% of consultancy fee 

6.1. WORK ASSIGNMENT 6 - Improved version of RAM narrative, incorporating feedback from CO and alignment with CSIs, CRAVE & RAM indicators

6.2. DELIVERABLES/OUTPUTS- Improved version of RAM narrative shared

6.3. TIMELINE: End of week 9 after the contract signature

6.4. ESTIMATE BUDGET: 0% of consultancy fee

7.1. WORK ASSIGNMENT 7 - Improved version of EYSN report, incorporating feedback from CO and alignment with CSIs, CRAVE & RAM

7.2. DELIVERABLES/OUTPUTS- Improved version of EYSN report shared

7.3. TIMELINE: End of week 9 after the contract signature

7.4. ESTIMATE BUDGET: 0% of consultancy fee

8.1. WORK ASSIGNMENT 8 - Finalize and validate final version of the EYSN report

8.2. DELIVERABLES/OUTPUTS- Final version of EYSN report validated and submitted

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master's degree or equivalent in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field. 
  • A minimum five years (5) in drafting, editing, strategic communication, and external relations, with a focus on international development.
  • Proven ability to work with diverse teams across various contexts and regions, offering coaching in writing and communication skills, particularly in English, and collaborating with both internal and external partners.
  • Experience in drafting and/or editing official reports, press releases, and speeches, especially for UNICEF, will be considered an asset.
  • Fluency in English is a requirement; French is an asset
