How can you make a difference? 

The overall purpose of this evaluation is to take stock and assess the outcomes and achievements of the GPE-ESPIG and ECW-MYRP programmes, and to apply the learning to future programming. The findings and lessons learned will also be used for advocacy and further resource mobilization to support children and families in need in Myanmar. The evaluation will explore the relevance, efficiency, effectiveness, impact, and sustainability of both programmes, as well as assess the extent to which gender, disability, and social inclusion (GEDSI) have been achieved. In addition to evaluating progress against planned results, the exercise will also assess the effectiveness of the implementation of modalities used in both programmes (e.g., multiple grant agents and grantees, CSO implementing partners, etc.).

In line with the programme proposals for GPE-ESPIG and ECW-MYRP, the evaluation will pursue the following key objectives:

  1. To assess programme progress against the targets agreed upon in the results framework and the Theory of change (ToC)
  2. To determine which interventions and approaches have been most and least successful, how these have contributed to desired outcomes, and which are likely to be sustainable over time, including identifying the necessary conditions for sustainability
  3. To examine the coordination mechanisms between Development Partners and Implementing Partners, Grantees and Gender Lead Organization (ECW MYRP GLO) and how collaboration among agencies has amplified impacts
  4. To identify best and promising practices, capture lessons learned and develop actionable recommendations to inform future programme design and implementation. This exercise will not include a detailed evaluation of learning outcomes, as these will be captured through a separate Learning Assessment conducted jointly with the three Grant Agents (GAs), as well as through individual assessments and learning activities within the respective GA programmes under GPE-ESPIG and ECW-MYRP

For this exercise, the UNICEF will apply the United Nations Evaluation Group (UNEG) definition of evaluation as “an assessment, conducted as systematically and impartially as possible, of an activity, project, programme, strategy, policy, topic, theme, sector, operational area or institutional performance. It analyses the level of achievement of both expected and unexpected results by examining the results chain, processes, contextual factors and causality using such appropriate criteria as relevance, effectiveness, efficiency, impact and sustainability.” The evaluation will use a mixed-methods approach to generate comprehensive insights based on both qualitative and quantitative data. Semi-structured interviews and focus group discussions will capture stakeholder and beneficiary perspectives. Collaboration with the Education Sector Representative Group (ESRG), in its role as the Local Education Group, along with key donors, and Education Cluster will be maintained throughout all stages of the evaluation—from planning and design to implementation and reporting. The evaluation will adhere to UNEG’s guiding ethical principles of integrity, accountability, respect, and beneficence, as well as its broader norms and standards such as independence, utility, credibility, impartiality, transparency, professionalism, inclusion, gender equality, and human rights.

In adherence to these UNEG norms and standards—particularly regarding independence and impartiality, an external consultant will be contracted to conduct the evaluation of GPE-ESPIG and ECW-MYRP programmes implemented by UNCEF and its implementing partners.

However, UNICEF has also undertaken the responsibility of developing the summary evaluation report after compiling the individual evaluation reports from each of the GPE ESPIG and ECW GAs and grantees.

Scope of Work : 

The process will ensure meaningful participation and buy-in from the ESRG, donors, GPE, ECW, and implementing partners. Key deliverables will include:

  • Inception report outlining evaluation design, methodology, and work plan
  • Analysis of key findings
  • Conclusions and summary of lessons learned
  • Comprehensive evaluation report of UNICEF implemented GPE ESPIG and ECW programmes
  • Compiled summary of the evaluation reports from other GPE ESPIG GAs and ECW Grantees

Inception meeting by Skype with the Evaluation Manager and relevant key stakeholders

Study, review the secondary data (Donor AR, ESRG meeting presentations and relevant documents

To qualify as an advocate for every child you will have… 

Education 

Masters degree in Education, Social Sciences, Statistics, Development Studies, Education, or related field.

Experience

5-10 years of experience in monitoring and evaluation, including participation in at least three education programme endline evaluation processes

Preference to be given to candidates who have evaluated an education programme, especially a GPE or ECW funded programme

Experience conducting evaluations of education programmes emergency contexts

Emergency country programme experience is considered an asset

Experience in and knowledge of statistical analyses (familiarity with data processing and common statistical analysis approaches: correlational, means comparison, regression or non-parametric) is highly desired

Strong written and verbal skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills)

Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with donors and national partners

Conducting studies in the field of Education, child protection, Gender, ethical and inclusive studies involving children and children’s participatory techniques

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
