Scope of Work:

Under the supervision of the Immunization Specialist, the subnational consultants will closely DOH national and subnational level, Implementing Partners and priority LGU teams. The consultants will have the following scope of work:

  1. Support priority regions in the planning, implementation and monitoring of the MR-SIA phase 1 and 2.
  2. Support in the demand generation and advocacy activities of the MR SIA at the Regional and LGU levels to successfully achieve high coverage.
  3. Spearhead the review of existing activities and strategies of CHDs and LGUs to achieve high coverage.
  4. Support the assessment of the scale up of an expanded Reaching Every Purok Strategy and other innovations to improve routine immunization and contribute to measles and other vaccine-preventable elimination goals.
  5. In collaboration with UNICEF COMS team SBC Unit and DOH Health Promotion Bureau, support the content development of the advocacy plans, human interest stories, and case studies from the field.
  6. Support NIP Multistakeholder Coalition to mobilize resources in support for MR SIA and in strengthening routine immunization thereafter.
  7. Support the conduct of Community Health Leadership Governance and Management Program (CHLGMP) to improve governance and financing of NIP at the local levels.

This terms of reference outline the key tasks and deliverables for four (4) technical consultants to provide targeted technical assistance to the priority regions/provinces and supporting strengthening routine immunization and COVID-19 vaccination.

  1. One (1) consultant to support the National Capital Region and Region IV-A
  2. One (1) consultant to support Region IX and V
  3. One (1) consultant to support Region X and VIII
  4. One (1) consultant to support in Region XII
 

To qualify as an advocate for every child you will have…

Education:

  • University Degree in one or more of the disciplines: medicine, allied medical, public health, social Sciences.

Knowledge/Expertise/Skills required:

  1. At least 3 years’ experience in public health programming with focus on immunization.
  2. Experience working on routine immunization and immunization campaigns.
  3. With adequate knowledge and skills on the national immunization program including COVID-19 vaccination.
  4. Good leadership and program management skills.
  5. Experience in providing technical assistance at different levels of the health system.
  6. Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage.
  7. Excellent analytical and written and oral communication skills; people and leadership skills.
  8. Be able to work in multi-disciplinary teams and with the ability to multi-task and perform well under pressure.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
